Governor review poll preparedness in Kathua, asks employees to remain impartial

KATHUA, Nov 20: Reviewing the overall security scenario in the Kathua and Samba districts, in the backdrop of the upcoming Assembly Elections, Governor, Mr N N Vohra, today called for further beefing up the security grid and making all necessary arrangements for the smooth conduct of the ongoing electoral process in a secured environment.
Addressing senior officers of the Civil Administration, Police, Central Police Forces and the Army, at separate meetings at Kathua and Samba this morning, the Governor observed that a conducive and stable environment is necessary for smooth electioneering and canvassing by various political parties and contesting the candidates.
Vohra urged the officers for maintaining complete impartiality during the Elections and stressed that the Government employees must strictly adhere to the Model Code of Conduct.
The Governor visited these two districts today, as part of his on-going district to district appraisal tours, and discussed the logistical and other important arrangements with the respective Deputy Commissioners and District Superintendents of Police. He was accompanied by Advisor (Home & Security), Dr S S Bloeria and his Principal Secretary Mr B B Vyas. He also briefly reviewed various other issues like the supply position of essential commodities and developmental matters with the District Development Commissioners.
The Kathua district is going to vote on December 13 while the polling will be held in the two constituencies of the Samba district on December 24. The process of filing of nominations and electioneering is gaining momentum with each passing day and the urban markets are wearing a festive look.
The District Election Commissioner, Kathua, Ms Mandeep Kaur, said that all necessary arrangements have been made for free and fair conduct of the polls. She said that an Election Control Rooms had been set up at the district level and Zonal and Sectoral Magistrates have been designated. A Media Centre has also been established for disseminating Election related information to the print and electronic media.
The district has five assembly constituencies, one of them being in reserved category. In all, 3,99,333 electors, including 1,92,350 females, are eligible to exercise their franchise in the Bani, Basohli, Kathua, Billawar and Hiranagar Assembly Constituencies. For the smooth conduct of polls, 585 polling stations would be set up across the district, which include 44 auxiliary polling stations. In the Kathua Assembly Constituency, a polling station has been set up at District Industries Centre only for two voters, which speaks of the high importance being attached to the democratic rights and the convenience of the voters.
At Samba, the District Election Officer, Mr Saurabh Bhagat, said that a Help Desk has been established at the distract headquarters to enable the people to lodge complaints, if any, with regard to the violation of the model Code of Conduct. The Help Desk will remain operational round the clock till the election process concludes. He said that Election Control Rooms and a Media Centre have also been set up in the district.
Bhagat said that 270 polling stations would be set up for an electorate of 1,70,295, which would be manned by 960 polling staff. However, election related training has been imparted to 1,300 employees of the district. He said that five polling stations would be located on the International Border along Pakistan. He said that some constituencies of Hiranagar and Ramnagar Assembly Constituencies also fall in the Samba district which will be going to polls on different dates.
Bhagat also briefed the Governor about various problems of the newly carved out district which included speedy completion of the Deputy Commissioner's Complex, Dak-Bunglow, special feeders for the hospital and the non-flow of the NABARD funds.
