| Azad directs commissioning Rangil WSS within one year instead of 2 years to provide immediate help to 5 lakh people of Srinagar | | Baig compliments Azad’s dynamism, sincerity, dedication, devotion | | Srinagar, July 10– Chief Minister Mr. Ghulam Nabi Azad while laying foundation stone of a mega Rangil water supply project at Pandach which will benefit 5 lakh people of Srinagar said that a new chapter of construction and people’s welfare programmes has been started in the state. Chief Minister while congratulating people of Ganderbal for creation of a new district said that the decision by the coalition cabinet has been taken to fulfill the long-pending demands of people and we need not to enter into any competition for taking credit. He said the credit for creation of new districts, sub-divisions and tehsils directly goes to the people only who were suffering a lot on this count as district, sub-division and tehsil headquarters were miles away. He said the mandate of people to their representatives is the clear indication of the fact that the manifestos on which votes were sought are implemented in letter and spirit in the form of CMP of the coalition government. Deputy Chief Minister Mr. Muzaffar Hussain Baig, Minister for PHE, Irrigation and Flood Control Qazi Mohammad Afzal, Mrs. Khem Lata Wakhloo MLA, Advisor to Chief Minster and Chief Executive of Economic Reconstruction Agency Mr. Vijay Bakaya, Divisional Commissioner Kashmir Mr. Basharat Ahmad and other senior officers were also present. While addressing the demand of Safapora area, Mr. Azad said that these types of demands are emerging from different parts of the state and for this purpose, a commission is being constituted which will earmark the jurisdiction of districts, sub-divisions and tehsils. It will visit entire state and submit its reports to the government within six months. Chief Minister said that campaign against corruption and evolving work culture has started yielding good results. He appreciated that the officers and officials are working with more enthusiasm. He said that in the recent reshuffle in the administration, important and independent assignments were given to local officers and hoped that they will perform. At the same time, he expected that the work culture will not remain limited to secretariat only but percolate down to the district, sub-division, tehsil, block, panchayat and village levels where people need more attention of the government. Mr. Azad said that the centre has been very liberal in providing finances and even salaries of employees to some extent are being met under central schemes. He said that it is, therefore, necessary that all the funds earmarked for creating road connectivity, construction of water supply schemes, healthcare, education, rural development, power, welfare schemes and other such sectors are utilized in a proper manner without any pilferage for the welfare of the people. Chief Minister said that 550 high priority projects of greater public importance are being executed in the state under double-shift system and some of these even under triple-shift so that these are completed within a fixed time frame to benefit the people at the earliest. He also referred to Bharat Nirman Programme, National Urban Renewal Mission and Asian Development Bank funding and said that all these programmes would completely transform the development profile of the state shortly. He said all far-flung areas of the state would get connected with roads, civic amenities in cities and towns would be expanded and upgraded and health and education infrastructure get massive focus. Mr. Azad issued instructions for completion of Rangil water supply scheme within one year even by resorting to triple-shift system of work so that people get benefited quickly. Deputy Chief Minister Mr. Muzaffar Hussain Baig in his speech while complimenting the dynamism, sincerity, dedication and devotion of Mr. Azad said that the man who works round the clock for the people of Jammu and Kashmir, is now pride of our state. He said that Mr. Azad belongs to all regions and is a towering personality of our soil who has the capacity and capability of changing the fate of Jammu and Kashmir. Mr. Baig said that since the coalition government has come to power, a bright phase of development has started in the state. He said that whether it is Mufti Mohammad Sayeed or Mr. Ghulam Nabi Azad, the coalition government is determined to lead the people towards progress and prosperity. Deputy Chief Minister said that Mr. Azad has brought unlimited funds for Jammu and Kashmir state from the centre and now it is our turn to utilize these properly. He said that as compared to Rs. 700 crore central allocation to Jammu and Kashmir in the past, now Mr. Azad has succeeded in receiving Rs. 5000 core central assistance which is a record in itself in the financial history of the state. Minister for PHE, Irrigation and Flood Control Qazi Mohammad Afzal speaking on the occasion threw light on various mega projects taken up and completed under PHE, Irrigation and Flood Control sectors during the past three and a half years and those in the pipeline in the state. He said in order to augment water supply to the people both in urban and rural areas, several schemes have been taken in hand for modernization of equipment and machinery and replacing supply lines. Referring to various schemes for augmenting water supply in Srinagar, Mr. Qazi said that the supply would be made fully adequate by 2007 with the completion of ongoing schemes. He also gave details of Rangil water supply scheme. The scheme envisages laying of 47.45 km water supply transmission system for 10 MGD Water Supply Scheme Rangil Phase-II and is estimated to be completed at a cost of Rs. 27.15 crore that will benefit 5 lakh people of Srinagar. The project has been funded by Asian Development Bank while its implementing agency is Jammu and Kashmir Economic Reconstruction Agency.
