JAMMU, Nov 24: Crime Branch Jammu today registered a case against one Satish Koul AEE (Civil), who had drawn his leave salary as migrant employees from the office of executive engineer irrigation Div-I Jammu from July 1, 1990 to June 23, 2003 when actually he was not present here and had gone out of country.
The CB said that Satish Koul was not physically present at Jammu during the said period, as per information gathered by the VOK he had taken employment at Dubai without seeking prior permission from the Government and at the same time he continued to draw the leave salary as migrant. The enquiry into the matter was conducted by Chief Engineer Irrigation & Flood Control Jammu which revealed that the said engineer on his transfer as AEE was relieved from the office of Irrigation Division-I Jammu on June 23, 2003 to join his new place of posting PHE Division Bijbehara, the LPC and service book of the said engineer was accordingly forwarded to the PHE Division Bijbehara on July 2, 2003, but the Xen PHE Division Bijbehara vide his reference dated April 25, 2008 categorically denied the receipt of the service book and LPC. The letter further revealed that the said AEE had never joined Bijbehara Division and question of drawl of leave salary in his favour did not arise, which indicates that the said engineer is still absconding. The enquiry conducted has thus revealed that the said Satish Koul AEE has drawn leave salary fraudulently while he was serving abroad with a private company in Dubai. The act of omission and commission prima-facie disclosed, the commission of offences U/Ss 420/468/471 RPC and a case was registered and investigation started. JNF |
