| Employees talk tough, not ready to relent | | PAY REVISION | | EARLY TIMES REPORT JAMMU, Nov 26: Differences have cropped up between state government and its employees on the issue of pay revision and other demands including hike in retirement age from existing 58 to 60 years. Following a nod from the Election Commission on implementation of the recommendations of Sixth Pay Commission the government had constituted a State Pay Committee but the employees have rejected the proposal describing it as delaying tactic. Employees want government to agree in principle on the demands and then let the consultation process follow but the government wants a time period of two months to implement the pay revision and address other demands. With a deadlock prevailing, the employees have given a call for yet another one-day strike on December 2 even as the government has invited suggestions till December 6. In their separate meetings, the Joint Coordination Committee, Employees Joint Action Committee and State Government Employees Welfare Federation have outrightly rejected the formation of six-member State Pay Committee and warned government of a longer strike if the demands were not met in time. Reacting to Government decision of setting up the Pay Committee for examining demands, different organizations and associations of employees have said that the Sixth Pay Commission had given recommendations after country-wide survey and deliberations spanning over two years and at this stage there was no justification for fresh consultations. Meanwhile, the Pay Committee constituted by the State Government on Tuesday held its maiden meeting, here today and sought suggestions and inputs from the employees associations and unions. According to an official spokesman, the representatives of all the employees associations and unions have been invited to submit their suggestions to the Director, Codes, Finance Department, who is also the Member-Secretary of the Pay Committee at the address of Room No. 1/9, Civil Secretariat, J&K, Jammu. The suggestions can also be made online on the website- j&kfinance.nic.in - up to December 6, 2008, the spokesman added. The spokesman said that the Terms of Reference (ToR) of the Committee include to consider the import of the recommendations of Sixth Central Pay Commission vis-à-vis the existing pay scales in the State Government and examine the desirability and modalities of making any modification/changes in the recommendations to suit the local requirements and circumstance; to suggest suitable modification in the structure of pay scales, as considered necessary at any stage of pay, or recommend grant of higher initial start for any special or general category of employees; to review the structure of Medical Allowance, Compensatory Allowance, House Rent Allowance, Local Allowance, Temporary Move Allowance, Move T.A., etc. as well as any charging of rent for Government accommodation and any other issues which have a direct relation to pay; to lay down the principles and suggest an overall package which shall govern the structure of pension, Death-cum-Retirement Gratuity, Family Pension and other terminal and recurring benefits having financial implications to the serving and retired State Government employees; to evolve a considered view as regards arrears of pay revision, which in any case cannot be given either in lump-sum or in cash ; to recommend all necessary measures to transform various units of the State Government Organizations into modern, professional and citizen-friendly entities which are dedicated to the service of the people; and rationalization of working days/working hours, reduction in employees strength (through Golden Handshake Voluntary Retirement Scheme route) and any other measures to improve productivity and efficiency and reduce the overall establishment expenditure. |
