| MHA offers an essay | | | ET special RAMAN SHARMA JAMMU, Nov 27: Whenever a major incident of terror strikes the country, there breaks out a debate on being “soft and hard on containing terrorism”. Policies of the government are questioning on dealing with the menace which is on an undeclared war against the country. Incidentally, just a day ahead of the Mumbai terror strike, this reporter received a reply from the Ministry of Home Affairs, sought under Right to Information Act, on government’s policies of dealing with terrorism. Interesting but unfortunate, the Government handed over to this reporter a readymade essay which could have been of general appreciation for a fifth standard student. Like all other citizens of country, this reporter also took the initiative and asked the government as “What steps have been taken by the Government of India to combat terrorism?” The came with a diplomatic or childish reply, which read: "Government recognizes its responsibility to combat terrorism and pursues a multi-dimensional approach to deal with terrorist activities. The government has taken measures which include strengthening of border management to check infiltration, galvanizing the intelligence machinery, sharing of intelligence inputs with the states, ensuring improved technology, weaponry and equipment for the security forces both at the centre and in the states, undertaking well coordinated intelligence based counter-terrorism operations. Besides, steps have also been taken to achieve bilateral and multilateral cooperation to address the global imperative of terrorism. Our security concerns are taken up with our neighbouring countries including Pakistan in the respective bilateral fora established to share our security concerns. The government has also initiated the joint Anti-Terror Mechanism with Pakistan to address and share our concerns on terrorism. In its endeavour to combat terrorism the central government provides assistance to the state governments as public order is a state subject under the constitution" This reply came just a day before this latest trauma of terrorists attack in Mumbai, and now the terrorist have changed their positions, their target is no more a common man but they choose their targets keeping the impact in mind and the attacks on famous hotel Taj reflects that they want to handicap India’s economy and foreign investment coming in India. In the last lines of the reply, they talk about initiating the joint anti-terror mechanism with Pakistan to address and share concerns on terrorism, it is to be understood by the GoI that whether Pakistan is self sponsoring the terrorism or not but the ministry of home is confused and the lives of innocent citizens of the country remain under a threat |
