Eight Gujjars got Congress tickets, now community must vote: Azad
12/2/2008 12:17:10 PM
EARLY TIMES REPORT
Udhampur, Dec 1: After giving party tickets to over half a dozen Gujjars across the state, the senior Congress leader and former Chief Minister Ghulam Nabi Azad today asked the community to strengthen party with their votes.
Scoring a point, the former Chief Minister claimed that no other party has ever been so concerned about Gujjars in Jammu and Kashmir like Congress has done for them. He said that in this election the Congress has given mandates to eight Gujjar leaders while as National Conference to only three Gujjar leaders, which is two seats more than the proportion of their population.
He asserted that during Mufti regime the reservation for Scheduled Tribes (STs) for jobs was reduced to 4 percent from 8 percent and for in-service promotions from 10 to 5 percent but after becoming Chief Minister he had again raised it to 8 percent and 10 percent respectively. He said that after he noticed that about Rs30 to Rs.40 cr used to lapse every year because there was no separate directorate for STs and the Directorate for SCs used to deal with the STs Affairs also and so could not give enough attention to the development of STs so he had formed a separate directorate for STs.
He promised that if returned to power he would complete the work of recruiting 80,000 IVth class employees, 1 lac jobs in total to unemployed youths, stipend to about 5 lac unemployed graduates or post graduates, increase the retirement age from 58 to 60 years and implement the VI th Pay Commission.
He also promised a college and an Industrial Training Instittute (ITI) for Majalta if he returns to power.
He said that during his time 15,028 Anganwadi Centres were opened and about 30,000 Anganwadi Workers were appointed unlike only 3,755 centre in all previous years; and 8,000 Anganwadi Centres were more sanctioned, the implementation of which remained incomplete because of the early fall of his government.
He claimed for increasing the monthly pension of widows, orphans, destitutes and senior citizens.
He boasted that since Majalta had never got enough attention by his predecessors so he granted the Tehsil status to it for its speedy development and prosperity. In 2007 Rs.500 cr(Rs400 cr from centre and Rs.100cr from state) was sanctioned for the construction of roads and in 2008 he had got Rs.1400cr(1200 cr from centre and Rs.200 cr from state) sanctioned for roads in the state. And about 40 percent of this whole amount is to be utilized in the erstwhile Doda and Udhampur districts. H e lamented that smelling the spiraling success of Congress, the Peoples Democratic Party(PDP) withdrew the support and his government was not made to last long so the progress on the construction of roads, buildings, bridges etc really suffered thereby making the common man to suffer.
He regretted that had all previous governments done their duty and paid heed towards the sufferings of the poors, the people would not have been suffering from the dearth of roads, power, water etc..
He said that soon after assuming power when he had got an Economic Survey done by the Centre he was stunned to see that in erstwhile Doda and Udhampur districts the total road network was a meager 5 percent and 11 percent of the total area respectively.
Boasting that people of the state were more safe and secure during his regime he said that unlike in past, the Raghunath temple ,Bus stand, Railway stations etc. were not attacked and set ablaze and there was only one Fidayeen attack and 19 Fidayeen attacks were foiled by the vigilant security forces and police. He claimed that one of the biggest things he did was that he brought peace to the state and there were only four custodial deaths and least human rights violations and it was during his tenure that the dead bodies were exhumed, enquiries conducted and even the senior police officers punished.
