Weigh my 2 ½ years against past 60 years: Azad

Gool, Dec 2: Senior Congress leader and former Chief Minister J&K Ghulam Nabi Azad has appealed to the public to compare his two and half years of his regime with the 60 years of previous regimes and rely on the proven track record of Congress and vote it to give it another chance to fulfill their dreams of having power, water, roads and dispensary in each village.
He was on a whirlwind flying tour to Seva Chirala(Bhaderwah),Dudu(Chenani),Sungri(Gulabgarh) and Dharam and Dhanor villages in Gool area today to campaign and canvass for himself and Congress candidates Krishen Chander Bhagat(Chenani constituency),Shafiq-ur-Rehman(Mahore constituency)and Ajaz Khan(Gool Arnas constituency).
He promised that if returned to power he would complete the work of recruiting 80,000 IVth class employees, 1 lac jobs to unemployed youths, stipend to about 5 lac unemployed graduates and post graduates, increase the retirement age from 58 to 60 years and implement the VI th Pay Commission.
He said that during his time 15,028 Anganwadi Centres were opened and about 30,000 Anganwadi Workers were appointed unlike only 3,755 centre in all previous years. He said that 8,000 Anganwadi Centres were more sanctioned to appoint about 16000 more Anganwadi Workers, the implementation of which remained incomplete because of the early fall of his government due to PDPs support withdrawl.
He promised the creation of special corpus of Rs 20cr for the marriage of poor and needy girls.
He said that in this election the Congress has given mandates to 8 Gujjar leaders while as National Conference to only 3 Gujjar leaders, which is two seats more than the proportion of their population .He asserted that during Mufti regime the reservation for Scheduled Tribes(STs) for jobs was reduced to 4 percent from 8 percent and for in-service promotions from 10 to 5 percent but after becoming Chief Minister he had again raised it to 8 percent and 10 percent respectively . He said that after he noticed that about Rs30 to Rs.40 cr used to lapse every year because there was no separate directorate for STs and the Directorate for SCs used to deal with the STs affairs also and so could not give enough attention to the development of STs so he had formed a separate directorate for STs.
He said that the remuneration of Nambardars and Chowkidars was enhanced from Rs.81 to Rs.501 and from Rs.225 to Rs.500 per month respectively.Similarly the salary of about 25000 SPOs was enhanced from Rs.1500 to Rs.3000 per month.
He reminded the public to realize his revolutionary agrarian reforms under Roshni Scheme under which the free electricity and the proprietory rights of 22 lakh kanal of state land was granted to poor farmers .
He claimed for increasing the monthly pension of widows,orphans,destitutes and senior citizens.
He said that soon after assuming power when he had got an Economic Survey done by the Centre he was stunned to see that in erstwhile Doda and Udhampur districts the total road network was a meager 5 percent and 11 percent of the total area respectively.
In 2007 Rs.500 cr(Rs400 cr from centre and Rs.100cr from state) was sanctioned for the construction of roads and in 2008 he had got Rs.1400cr(1200 cr from centre and Rs.200 cr from state) sanctioned for roads in the state.And about 40 percent of this whole amount is to be utilized in the erstwhile Doda and Udhampur districts. He regretted that had all previous governments done their duty and paid heed towards the sufferings of the poors, the people would not have been suffering from the dearth of roads, power, water, medicare, ,enquiries conducted and even the senior police officers punished.
Expressing his concern for the deaths of many a pregnant women during their deliveries because of the paucity of medical care he cited an instance of village Chiralla in Doda district where 60 such ladies had died during past 12 years. And so he had got 35 hospitals constructed in almost all the districts and got sanctioned a super speciality hospital constructed on the pattern of AIIMS at Rs.120 cr each at Jammu and Srinagar.He took the credit for opening 41 colleges in the state during his tenure unlike the previous governments who could open only 35 colleges in past 60 years.
