| 7 LIC officials to face departmental action | | | EARLY TIMES REPORT Jammu, Dec 2: Disposing off the final report submitted by the CBI/ACB relating to appointment of 30 candidates as temporary Assistants and Sub-Staff in LIC Kathua, Special Judge, Anticorruption, BL Bhat observed that after perusal of final report and material collected during investigation, the Court found that appropriate action in the wake of inadequate evidence of complicity in acts of commission within the ambit of penal law, has been proposed and the Court agrees with the closing of investigation and taking of regular departmental action for professional misconduct against the seven officials. In the final report seven accused, including Branch Manager and six others, were booked by the CBI. The investigation revealed that the Branch Manager LIC Kathua in connivance with other accused managed the educational testimonials of various persons and issued appointment orders in their names appointing them for 89 days. It was further alleged that presence of appointees was falsely marked in the attendance registers and payment vouchers of their salary too were falsely prepared and dishonestly passed leading to loss of Rs 5.25 lakhs to the LIC. Investigation further revealed that 30 candidates were given employments temporary but no record of interview process of the temporary staff was maintained. Since the appointment was purely temporary, necessary formalities regarding verification of testimonials, identity of candidates and maintaining of records with regard to such temporary engagements were not carried out. The procedural lapses on the part of the seven accused namely Naresh Pal Sharma, Baru Ram Baghat, Rakesh Singh Jamwal, Joginder Singh, Mukhtiar Chand, Parmasatvir Singh and Madan Lal were identified in the final report. In absence of documentary evidence no criminal prosecution was launched, however the investigating agency recommended regular departmental action for major penalty against these seven identified officials of LIC Branch Office Kathua as they have been found guilty of professional misconduct. |
