Reviving VDCs

Pakistan is once again eyeing the peaceful districts in Jammu and is reportedly planning to push terrorists into the region through hilly areas. To counter the nefarious designs of Pakistan, the government has already started reviving the Village Defence Committees.
Earlier this year the Ministry of Home Affairs had written to J&K Chief Secretary informing about the revival of VDC.
The MHA had stated that in more vulnerable areas persons who shall be leading the VDC would be paid of Rs. 4500 per month and other members of these VDC groups on voluntary basis will be paid Rs. 4000 per month and these groups will function in the district under the directions of concerned Superintendents of Police.
When the armed insurgency broke out in Jammu and Kashmir in 1990, the VDCs were formed in the Jammu region to help the security forces to tackle the ultras. These committees played a vital role in fighting the terrorists in the hilly areas of Jammu region.
These committees were first formed in 1990 in Chenab Valley, when the Pakistan started sending terrorists into the frontier districts of Rajouri, Poonch, Doda, Kishtwar, Reasi. The infiltrators resorted to indiscriminate killings of civilians, which led to the people migrating from their native villages.
In order to resist the moves of the terrorists, VDCs supplemented the efforts of security forces in combating terrorism in J&K during its peak period.
The VDCs played a crucial role in fighting terrorism in remote and border areas of J&K, particularly in Jammu region wherever density of security forces was thinner.
The members of these committees fought the ultras, armed with sophisticated weapons, with .303 riffles of World War-II vintage. The VDC members acted as eyes and ears of security forces due to their familiarity with the area and their access to local intelligence.
Pakistan is trying to repeat 1990 as the guns of terrorists have once again turned towards the members of the minority communities in Kashmir.
There is a threat that terrorists could enter Jammu region and try to create a fear like 1990. But the government is preparing the VDCs to guard the civilians and tackle the prevailing threat.
