| Omar promises to devolve powers to grassroots | | | EARLY TIMES REPORT Sangrama, Dec 5: Omar Abdullah, President J&K National Conference said National Conference if voted to power will focus on addressing the grievances of the common man and will decentralize the process of governance to the panchayat level so as to mitigate the sufferings of the common masses. Omar who was addressing series of election meetings at Rafiabad and Sangrama in support of Javed Ahmed Dar and Dr. Ghulam Qadir Bhat said "we believe that local self government at the grassroots level should be institutionalized and strengthened to ensure peoples participation in decision making, which is the only way in which democracy can become effectively functional and bring about social transformation". Omar said National Conference Government held elections to the Panchayats in the year 2001 but the PDP-Congress coalition government after 2002 took no steps whatsoever to implement the Panchayat Raj Act in letter and spirit. He said instead of strengthening the Panchayati Raj system the coalition government made not only repeated but unsuccessful attempts to dissolve the duly elected panchayats, which were prevented by the National Conference. Omar promised that his party after coming to power shall hold elections to all the Panchayats and fully support them to discharge their functions and empower them. Earlier, in the day Dr. Farooq Abdullah Patron, Omar Abdullah President and Sheikh Nazir Ahmed, General Secretary of the party paid obeisance to Sher-e-Kashmir Sheikh Mohammad Abdullah on his 103rd Birth Anniversary at his graveyard at Hazratbal. Among others who paid floral tributes to Sher-e-Kashmir were Dr. Mehboob Beg, Mohammed Akbar Lone, Ali Mohammad Sagar, Abdul Rahim Rather, Dr. Sheikh Mustafa Kamal, Mian Altaf Ahmed, Ch. Mohammad Ramzan, Mir Saifullah, Peerzada Ghilam Ahmed Shah, Mohammed Sayeed Akhoon, Mohammed Yasin Shah, Mubarak Ahmed Gull, Devender Singh Rana, Qaiser Jamshed Lone, Irfan Ahmed Shah, Nasir Sogami, Sheikh Ghilam Ahmed Saloora, Peer Afaq Ahmed, S. Peter and Dr. Shehnaz Ganai. |
