Omar who was addressing series of election meetings at Rafiabad and Sangrama in support of Javed Ahmed Dar and Dr. Ghulam Qadir Bhat said "we believe that local self government at the grassroots level should be institutionalized and strengthened to ensure peoples participation in decision making, which is the only way in which democracy can become effectively functional and bring about social transformation".
