Need to evolve discipline in healthcare administration: Vohra

Srinagar, Dec 5: Governor, Mr. N. N. Vohra, today called for minimizing pressure on the Sher-e-Kashmir Institute of Medical Sciences, in order to ensure its growth as a premier tertiary, research and specialized medical care institute in Northern India.
Speaking at a function, held in observance of the 26th Annual Day of the Institute, here this morning, the Governor envisioned the Institute to be able to function as a referral centre rather than being burdened to have to also cater to the primary and secondary medical care of the State's population. "It is very difficult for the Institute to simultaneously cater to the primary, secondary and tertiary medical care needs of patients", he said and referred to the ever-growing number of patients treated and the diagnostic tests conducted.
"We have to evolve a level of discipline in the administration of healthcare", Mr. Vohra said, adding that the Primary Health Centres and District Hospitals should cater to ailments, leaving the Institute to deal with the referral cases only. He expressed the hope that the pass outs from the Institute, serving the people in the rural and semi urban areas, would maintain connectivity with their alma marter and seek guidance through e-correspondence for treating patients. "In this way SKIMS would play a most useful role in guiding and advising the entire health administration apparatus", he maintained.
The Governor stressed the need for further strengthening the Institute by providing it with to-date diagnostic equipments, adequate infrastructure and necessary wherewithal. He said that SKIMS and similar ambitious medical Institute had been conceived to serve the society by undertaking advanced research in the field of medical sciences, besides providing top class teaching and education. He urged the faculty to work relentlessly for achieving the objectives of the Institute.
Responding to the need for an auditorium in the Institute, the Governor felt the necessity for having such a facility to accommodate adequate number of delegates/participants, particularly in connection with national level seminars being organized throughout the year.
The Governor congratulated the Faculty and Staff of the Institute on its Annual Day and hoped that this premier facility in the State would fulfill the expectations of the people by achieving excellence in research and providing super-specialized treatment.
Speaking on the occasion, Chief Secretary, Mr. S.S. Kapur, complimented SKIMS for continuing to provide uninterrupted education to postgraduate and post doctoral students, besides providing health care to the people, notwithstanding the disturbed conditions. He also lauded the Institute for playing a leading role in extending medical care to the ever burgeoning number of patients, including those with the complicated illnesses and injuries.
Mr. Kapur observed that the SKIMS stood true testimony to the vision and farsightedness of its planners and said that it has still to go a long way to realize its full potential. "There should be no complacency in this regard", he added. He said infrastructural development of the Institute needed up gradation and replacements. He observed that because of the massive increase in patient load, the diagnostic and delivery system had been adversely affected. He stressed the need for having a well conceived referral system from peripheral areas with focus on improving medicare at the rural and district levels.
Presenting the Institute Annual Report, the Director SKIMS, Prof. Abdul Hamid Zargar, said that during the past year, half a million patients had been seen in the Out Patient Departments and Emergency Wards of the Institute while over 10,000 surgeries were performed and two million investigations done. He said that 45,000 patients were admitted as inpatients in the Institute during this period and treated against various diseases.
Dr. Zargar said that SKIMS has developed a reputation of its own, over the years, especially in the management of high velocity bullet and blast injuries, Cardiac, Endocrine, Gastroenterological, Neurological and Kidney disorders. He said surgical procedures like Open-and Beating-Heart surgeries, Hepato-billary surgeries, Plastic surgeries, Urological and related transplantation surgeries have become routine. The management of Cancers after the creation of Regional Cancer Centre has improved while the investigative departments are constantly upgrading the infrastructure in view of the latest techno-innovations.
The Governor released SKIMS Annual Report 2008 and laid the foundation of the Married Doctors' Hostel. He also inaugurated the Local Area Network (LAN).
Prominent among those present on the occasion were Principal Secretary to Governor, Mr. B.B. Vyas, the former Directors of the Institute, Dr. G.Q. Allaqaband, Prof. Mehraj-ud-Din, Dr. M. S. Khuroo, Deputy Commissioner, Srinagar, Mr. M.A. Kakroo, Heads of Departments, senior Faculty, Staff and students of the Institute.
