Azad counts rooms, measures roads, bridges; promises more

Kathua, Dec 8: Reaching out to the electorate of at least four constituencies of district, the senior Congress leaders and party’s chief campaigner Ghulam Nabi Azad counted almost every kilometer of roads, every running meter of bridges and every room of new buildings built during his tenure as Chief Minister.
Keeping away from the political slogans, Azad read out from a pocket note book every minute figures as one finds in the books of economic statistics. He claimed that the infrastructural development projects carried out during his regime of two and half years were far higher than any work done in past 60 years.
He reiterated that the development of infrastructure particularly the roads is prerequisite to the promotion of tourism and the upliftment of economy of a place. He said that the road network not only makes the lives of the people of a place particularly the villages more convenient but also helps the farmers and orchadists to market their produce to the nearest Mandies cheaply,in time and conveniently to earn more and raise their economy. He informed that under PMGSY 628 road projects with a 3,460 Km road length at a total cost of Rs.1843 cr was sanctioned during 2006-08 as compared to only 169 projects with 614Km road length at a cost of Rs 171 cr. was constructed during all previous 60 years. And under NABARD , projects worth Rs.1145cr were sanctioned from 2006-2008 and an amount of Rs.600cr was utilized in 2006-08 for the construction of roads and bridges. And under Asian Development Bank funding a loan of Rs.1611 cr for the construction of bridges, roads, drainage and water supply was raised during 2006-08 and road projects for many a road projects across the state are under execution. Work on 25 major bridges was taken up during 2006-08 at a cost of Rs.212 cr. under various schemes. He said that besides this about Rs.300 cr was invested by the state in the construction of roads. He claimed that prior to the fall of his regime, on an average 2.5 Km road length was being black topped and 7.5 Km road was made fair weather or metalled every day.
He lamented that soon after the fall of his government all development works started by him in the state either got stopped or became sluggish. He said that had his government not fallen prematurely the construction of government degree college Billawar building and the bridge over Tarnha nallah would have been completed.
Going by the manifesto he further promised to strengthen the movement for women-empowerment in all spheres of life including representation in Panchayati Raj institutions, cooperatives and legislatures.In this connection a special scheme for financial grant for the education of girl child below the poverty line ,beyond matriculation will be launched.
The government will also consider the launch of a special scheme for welfare of female child belonging to BPL families by providing a fixed deposit at the time of birth. He boasted of creating 15028 Anganwadi Centres employing 30,000 Anganwadi Workers besides hundreds of Anganwadi Supervisors and in addition to this sanctioning of 8000 more Anganwadi Centres to employ about 16000 Anganwadi Workers and hundreds of Supervisors. Also,he took the credit of increasing the pension of widows, destitutes, disabled and old and infirm persons.
Among the achievements during his truncated regime he harped on , included creation of Tourism Authorities at Bani, and Lakhanpur, creation of Lakhanpur-Basholi-Bani-Sarthal Circuit,development of a Tourist Reception Centre at Basholi,Tourist Complex at Sarthal,making of a new floriculture garden at Bani, degree colleges at Hiranagar, Basholi,Samba and womens college at Kathua,grid stations at Hiranagar and Kathua and a receiving station at Kathua .
JKPCC ,state President and Union Minister for water resources prof.Saifuddin Soz also addressed the gathering at Hiranagar and promised that if given another chance the Congress government would take the development of Kathua district as a whole to newer heights and redress the miseries of the poors.
