| Sustained operations not FBI answer to terror | | | NIRBHAY JAMMUAL
We have experimented with TADA. It did not succeed. We experimented with POTA. Again we failed to tackle the menace of terrorism. We experimented with MISA in Jammu and Kashmir but there has been no change in the contour of terrorism. The recent Mumbai incident has forced the Government of India to consider setting up of Federal Bureau of Investigation(FBI) on the US pattern. The plan for setting up FBI is being conceived after the Government has come to believe that there were intelligence and security lapses in Mumbai. Consider "our" shape of FBI. It will be manned by people drawn from the IB, the RAW and the state intelligence agencies. It will have men from various security agencies,including the Army. Some secretaries will supervise its working.If the FBI is going to be on this very pattern one could call it old wine in new bottle.Agreed that the working pattern of the FBI would be different from the IB and the RAW will the existing laws in the country supplement the functions of the FBI or create hurdles in its operations ?This question has to be taken note of by those stiff-necked bureaucrats and legal experts who will be entrusted with the task of framing the bill to be adopted by the Parliament.
Well one should not think that the proposed FBI would prove a deterrent to the terrorists.The FBI would be entrusted with the task of investigations and with the formulatig a plan for checking ingress of militants by sea,land and by air. People appreciate the US policy on taming terrorists on the plea that the 9/11 strike has not been repeated in America.Against this India has had to face worst ever terrorist strikes in various states within a span of six months.If the terrorists,to be precise men of the Al Qaeda struck the world towers and other vital buildings in America they did it after a prolonged planning.Since local support was missing for such strike the terrorists planned an aerial strike without using the American land and the US citizens.But in India,especially in Jammu and Kashmir,terrorists have not only carved out bases and hideouts but they have enrolled several hundred Indian citizens as members of the terrorist outfits who provide them the much needed logistic support.It was the result of local support,interestingly one supporter being a Kashmiri,that those involved in the Mumbai carnage managed to get SIM cards for their cell phones in Delhi and Kolkata.Without the local support it would not have been possible for the terrorists to secure ration cards which helped them in procuring SIM cards.
It is said that corruption has deep roots in India and I think terrorism has deeper roots.These roots have become firm during the last over two decades after the security and intelligence agencies had failed to check infiltration not only from across the LOC in Jammu and Kashmir but also from Bangladesh and Nepal.This way one cannot say that terrorists operating in Indian can be counted on finger tips.The security and intelligence agencies have,over the years,been telling that not more than 2,000 terrorists operate in Jammu and Kashmir.But nobody has any figure on the number of overground and underground supporters of terrorists activities.These very overground and underground workers provide shelter,logistic support and other help to the terrorists.The FBI can have no hold on the activities of these overground and underground workers.No harm in setting up FBI or any agency equalavent to the FBI.But this proposed agency could function once the security agencies are fully equipped and trained in foiling ingress bids whether by sea,or land or by air.The only way to tackle militancy in India is to starve terrorists,operating in various states,of man power,money and weapons.It should be supplemented with sustained operations against terrorists and their supporters. |
