Early Times Report

Jammu, Aug 7: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] under chairmanship of Sachin Tickoo, President JKEEGA along with Peerzada Hidayatullah General Secretary ,Ashok Kumar Dubey, Sr.Vice-President, Yash Paul Provincial Secretary today called on Principal Secretary, Power development department Niteshwar Kumar at Raj Bhawan here in Jammu today.
The delegation apprised the Principal Secretary over the burning issues confronting the fraternity and sought their redressal. While acknowledging the fact that a lot work has been done by the administrative department under the supervision of Niteshwar Kumar, Tickoo raised the issue of hundreds of vacant positions at all levels from JE to ED levels and brought to his notice that ED-3,CE-4,SE-17,XEN 25,AEE-110,AE-200,JE-350 are vacant and despite several proposal of JE to AE and AE to AEE sent by Department to GAD for placing for approval of worthy Chief Secretary are yet to get the nod.
Further the proposals of XENs,SEs,CEs/EDs were also sought to be expedited so that those engineers who are eligible and awaiting their promotion opportunity are not deprived from same as they are retiring without due promotions.
Further the members also highlighted the fact that Regularization of Engineers which was promised to be completed within two months vide SAC decision dated 23.10.2019, needs to be expedited as it has been three years now waiting for the moment to see the serving engineers gets regularized, though lot of work has been done on this count by the HRM team of the administrative department.
While expressing that step motherly treatment has been meted out with the Engineering departments in J&K even though same cabinet which had approved the ACP in favour of the Gazetted Police and JKAS services had approved same in 2018 for Gazetted Engineer, but the formal order in this regard is still awaited in favour of Engineers since then.
The delegation also sought that the Gazetted Service Recruitment Rules In Power Dev Department should be notified as several meetings have been held on this subject by the Chairman of the committee.
It also brought to fore that the transfer portal which had been announced in March 2022, is yet to be operational and the grievances of the Engineers on this should be addressed at an earliest.
Members strongly opposed that the implementation of RDSS works through CPSEs like PGCIL/REC given the strength of our work force and an opportunity to expand and consolidate our position in distribution business, we cant let our PDD works be given to the CPSEs and vacant posts must be filled up urgently to strengthen PDD.
We are a thirty one thousand employees strong work force and any such move , as it is against the agreement with the employees dated 21.12.2021.
