JKTMA demands de-recognise distance degrees

 Aug 7: In a Monthly Meeting held at Jammu,State President Jammu Kashmir Teacher/Master Association (JKTMA) Rakesh Singh appreciated the Principal Secretary Jenaab B.K Singh to consider the demand of JKTMA to stop the Promotion of all Distance degree holders in science Stream as this is the revolutionary step to improve quality of Education .
"Distance degree holders who are mostly at verge of retirement obtain or mostly Purchase degrees from Study centres/Tuck Shops only to steal seniorty of regular degree holders to become Lecturer, but unfortunately such Teacher/Masters do not have command over their subject ultimately cannot deliver quality Education to students in Govt schools which may be the reason for students to either leave Govt School or admit themselves in some Private tuitions to clear concept" Singh said.
Rakesh Singh demanded to drop all the Distance degree holders in science stream even without giving them chance on basis of Bonafide certificate as per circular 940 as it is not difficult task for them to obtain such Bonafide certificate from tuck shops and Circular 940 itself is disputed and full of flaws made by then Education minister only to adjust some blue eyed distance degree holders compromising with the quality of education in Govt School which is retrograde step , so it should be rescinded ab-initio in the larger interest of society and particularly for govt. School students.
Only such distance degree holders should be considered for promotion who are enrolled prior to December 2005 as per Order 252-HE and SRO-339.
B.K Singh who has done record promotions in all cadres is requested to release supplementary list of DPC of Teachers/Masters to lecturers in Science stream by dropping all Distance Degree holders from the DPC list permanently.
Singh also demanded to demote all such I/C Lectures in discipline of science,who are promoted till date as they are overdated blank -cheque/Empty vessels in their subjects and unnecessary burden on state-exchequer and also urged PSC not to regularise such IC Lectures. Singh explained to Principal Secretary that when PSC denies to regularise all such IC Lectures due to their distance degrees then it creates stagnation for Juniors once again as without their Confirmation no new DPC can be done by department, then in order to resolve the problem Govt issues circular of "One time exemption" to such distance degree holders and such exemptions are granted 3 times previously which itself seems ridiculous.
As per supreme court Verdict "No distance degree in science stream is to be considered for obtaining govt. Job and also for DPC , keeping this in consideration J&K PSC de-recognises all such dubious degrees for Direct recruitment as Lecturer , then why govt considering them for DPC
On the one hand PSC denies direct recruitment on basis of such dubious degrees but on other hand School Education Department considering such degrees for promotion which indicates dual policy in same state , and raises questions on working machinery of state govt. and Principal Secretary School Education Should personally intervene in the matter to provide justice to regular degree holders" Singh said.
