Early Times Report
Jammu, Dec 12- Harshdev Singh, former minister and chief spokesperson of Jammu and

Kashmir National Panthers Party, has been invited to various states of United States of

America to participate in the 3- week long conference on ‘State and Local Governments,’ commencing from March 26.

The offer has been made to him under the International Visitor Leadership Programme (IVLP) which was first established in 1940 and is one of the US Government’s most prestigious professional exchange programme for foreign opinion leaders.

The conference will focus on the US Federal system of government with emphasis on division of authority and responsibility between federal, state and local governments. The program will also demonstrate successful models of cooperation among state and local governments, non-governmental organizations, community organizations and the business sector.

This is the second time that Harshdev has been invited to visit US. Earlier, he was invited for a program in the Harvard University where he was conferred a certificate in international humanitarian law.
