| What happened to Rs 24,000 Cr package, asks Chaman | | | EARLY TIMES REPORT Jammu, Dec 13- Asserting that Ghulam Nabi Azad led dispensation was most incompetent and proved failure at all fronts, former Union Minister and senior BJP leader, Prof. Chaman Lal Gupta has questioned the Prime Minster, Dr. Manmohan Singh, on the eve of his proposed visit to this State for campaigning for the Congress, to explain to the people about the fate of his Rs. 24,000 crore package for Jammu and Kashmir announced by him over four years back and outcome of the much pronounced schemes for developmental activities. Addressing a huge rally at Ramban in favour of BJP candidate, Prof. Gupta said that hardly 20 per cent out of this package was spent during the past over four years and in majority cases the spending was zero per cent. He recalled that on November 18, 2004, in a public meeting at Parade Ground Jammu, the Prime Minister, Dr. Manmohan Singh had assured that Jammu and Kashmir would be made "Surplus in Power by 2007" but after the expiry of over four years, the hard reality is that instead of getting "surplus" electricity, curtailment in Jammu areas have gone up from three hours to over 10 hours a day. The BJP leader also recalled that in the package of the Prime Minster, Rs. 1470 crore were earmarked for Sewerage and Drainage for greater Jammu and Rs. 552 crores were allocated for augmenting the water supply in Jammu City but not even a single penny was spent out of this allotment. It is a serious aspersion on the functioning of all the Congress, the Governments of their allies that they could not provide even drinking water to the people despite massive funding by the Centre. He also asked the Prime Minster to explain the fate of his loud announcement regarding completion of Udhampur to Katra-Vaishno Devi and onward to Qazi Gund railway project which he had promised to be completed by December 2007. Despite spending over Rs. 6,000 crores there are reports about abandoning this much claimed scheme on the plea of changing the alignment. = |
