BMS calls on LG, submits memorandum

JAMMU, Sept 8: A delegation of BMS under the leadership of its Ashfaq Ahmed Chohan state President alongwith Harbans Choudhary Neelam Sharma Ashok Choudhary and Mukesh Kumar called upon Lieutenant Governor at Raj Bhawan Jammu and apprised the LG about prevailing scenario of organised and unorganised working classes in UT of J&K and submitted detailed memorandum regarding various issues confronting the working classes in private sector, PSUs and in scheme workers/ employees along with daily wagers working across the state in the UT of J&K. The memorandum highlighted the issues of private sector, Power projects and other infrastructural projects and alleged that 12 hours duties are being taken from workers while no overtime is being paid to them in sheer violation of applicable statutory provisions/rules. Further, no wage slips/identity cards/employment cards are provided to such workers and illegal deductions are made by the labour supplier contractors which add up to the exploitation of such deprived classes not only in private industry but also in power projects and road infrastructure projects. It further stated that recovery proceeding under payment of gratuity, wages and workman compensation Act which are sent to collectors (deputy commissioners) from time to time by the statuary authorities but decisions/orders received after years of struggle remained unexecuted/unimplemented at the hands of district collectors particularly Tehsildar Recoveries and they least bothered and recoveries remain pending for years to gathers
Further the functioning of JKBOCWWB also brought in to the notice of LG and stressed upon for timely disbursement of financial assistances on account of education assistances and in death cases due to the callous attitude of higher officials at govt level and creating hindrances in registration and renewal of construction workers
BMS highlighted that locals are not been engaged by Industries and contractors in infra and hydro electric projects and so demanded comprehensive survey of local employment in projects and in Industries so that rectifying measures may be taken thereof for balanced employment growth of the local areas where such projects and industrial parks are being opened up.
The deputation also brought in to the notice LG regarding the regularisation of daily wagers, enhancement of state share in aganwadi workers, 100% quota in promotion and their pending salary and enhancement in other scheme workers salary and implementation of other social security benefits.
The memorandum regarding work culture in PSUs inter alia highlighted the plight of employees of J&K bank for non transparency in recent promotion process held in the bank for officer cadres and violation of transfer policy in the bank. It further highlighted the non compliance of Department of Financial Services guidelines in the bank for debiting accounts of bank employees by the bank management in the name of employees union fund every month without any official mandate/subscription slips.
LG gave patient hearing and assured that necessary action will be taken on the issues raised in the memorandum.
