Hold probe into transfers of teachers effected during BK Singh’s tenure: Harsh Dev

Udhampur, Sept 18: Alleging massive irregularities, violation of SOPs and prescribed norms besides brazen circumvention of policies and guidelines in the transfer of teaching staff during the last three years, Harsh Dev Singh former education minister sought ACB/CBI probe into the said transfers made especially during the tenure of BK Singh, Principal Secretary Education. He lamented that the aforesaid officer had assumed all powers of transfers to himself by withdrawing the same from Directors and CEOs which had never happened in the history of J&K.
The transfers of teachers, masters, HMs, Lecturers and 20 CEOs etc which fell in the domain of provincial education officers since decades were arbitrarily withdrawn by the said Principal secretary and approvals given by him for transfers without having knowledge of the ground situation in the rural and remote area schools thereby rendering them defunct. He was addressing a press conference in Udhampur today.
The transfers were made from city to city including zero km transfers while leaving the remote area schools high and dry, asserted Singh adding further that he had obtained the list of all such nasty transfers effected on extraneous considerations. While teachers with a stay of 5-6 years and even more were left untouched, the favorites were transferred pre-maturely without assigning reasons as required under the mandate of transfer policy.
There were cases where transfers had been made from one school to another school in the same complex. The seniority lists issued by the education deptt had further drawn a flak from teaching community in view of huge irregularities and inclusion of names of IAS, IPs and KAS officers therein.
The attachments of teachers and RETs had been clandestinely effected triggering massive uproar.
The rural area schools were rendered almost defunct by transferring the teaching staff without providing substitutes therein, divulged Mr Singh.
Singh said that staff deficiency had hit the majority of the rural area schools but it was more pronounced and most conspicuous in the schools falling in the Blocks of Latti, Chenani, Dudu-Basantgarh and Ghordi.
Quoting few examples, Singh pointed out that in HSS Bup, the sanctioned staff strength was 49 out of which 35 posts were vacant and four others were under transfer; in HSS Barmeen 22 posts of teaching and non teaching staff were vacant; in HSS Ghordi 21 posts were vacant; in HSS Dhanas 24 posts were vacant; in HS Mada 13 posts were vacant, in HS Parla Chappar 12 posts were vacant and similar was the situation in HS Nagaulta, HS Basht, HS Ponara, MS Pattangarh, MS Bhugtarain, PS Dadi, MS Kulassar, PS Nag Chowki, MS Gharian Kala, PS Kautri, PS Khanstali etc wherein the academic activity had almost got paralyzed.
