Reviving public outreach programme would cause draining of money, resources and wastage of time : Rattan Lal Gupta

JAMMU, Oct 10: Rattan Lal Gupta, Provincial President J&K National Conference, Jammu, pointed out that the government decision to revive the public outreach programme by 60-70 union ministers, is sheer waste of money, resources and time because on ground people are confronting with numerous problems as LG Manoj Sinha’s administration has been totally paralyzed with policy deficit and mismanagement of funds.
In a statement issued to media persons, the stalwart NC leader said that the so-called public outreach programmes are nothing but the Centre’s move to give its ministers a break from work and enjoy the splendid beauty of J&K on government exchequer because earlier versions of these programmes have prove out to be damp squib as on ground the people are facing problems as never before. He said that government should come up with detailed report of the works conducted after the previous outreach programmes held in J&K twice.
Rattan Lal Gupta said that the output of the earlier programmes was proved to be failure and the same can be expected from the one starting on October 10. The issue of dearth of water, power and other civic infrastructure is standing tall with no one in the government taking appropriate steps to provide succor to the suffering masses, he said, adding that the healthcare and education sector are also in shambles with shortage doctors and paramedical staff in the villages and far-flung regions.
“To all this and several other problems, the LG’s administration has no solution or panacea making this government impotent and directionless”, he said adding that recently the Chief Secretary has snubbed head of several departments for sitting on the important files of pilot projects underway for administrative approval and doing nothing. He said that government should take care of these matters in J&K rather than providing excursion facilities to central ministers in the name of one programme or the other.
The senior NC leader said, at a time when the roads are in shambles, NH has been blocked for time to time past with trucks carrying fruits and other essentials stranded at different places, the priority of the government should be to tackle these problems rather than draining public funds on travel, boarding and lodging of ‘spendthrift’ ministers who instead of visiting tourist state on their own expenses prefer to travel under the guise of such unproductive government programmes conceived and implemented to befool the masses and the media.
“It is sad state of affair that the National Highway is blocked and the top higher up has to come on the spot to make the traffic through as if lower rung officers are ‘deaf and dumb’,” he said.
“As the unemployment has increased 32 percent in J&K, it would be much better for the minister to remain in Delhi but work to combat rising joblessness”, Rattan Lal said, adding that the next chapter of so-called outreach programme will on raise the problems of the people as the government functionaries will have to stop their work to line –up before the Ministers who want special treatment at the cost of people’s facilities.
