Div Com Jammu discusses Revenue issues with DCs
Calls for encroachment eviction, timely service delivery & expeditious process for delineation of Gair Mumkin Khad Land

JAMMU, Oct 15: Divisional Commissioner Jammu, Ramesh Kumar today chaired a meeting of Deputy Commissioners to review the Revenue related issues in the districts of Jammu division.
The meeting was attended in person by Additional Commissioners, Assistant Commissioners with Div Com and other concerned officers, while the Deputy Commissioners along with ACRs, ADCs, participated in the meeting through video conferencing.
Threadbare discussions were held on the important issues, while the Div Com reviewed in detail status of digitisation of revenue records, distribution of passbooks, clearance of land use conversion pleas, land acquisition for development works, land acquisition for Army, BSF installations, online revenue services, court cases, enquiry cases pending and other important revenue matters.
The concerned Deputy Commissioners apprised the Divisional Commissioner about the progress achieved in their respective districts under digitisation of land records under Digital India Land Records Modernization programme (DLRMP) and the course of action for furthering the land reforms.
The Div Com directed Deputy Commissioners to conduct random inspection (Partal) of some Jamabandis and ensure that the record is error free. He also instructed the DCs to constitute Tehsil wise, patwar halqa wise committees and set targets for the Tehsildars for completing the process in a time-bound manner.
The Div Com also instructed the DCs to expedite the process of distribution of passbooks by holding special camps. “This will help in speeding up distribution and reaching out to maximum public” he added.
While reviewing the status of online revenue services, the Div Com directed the DCs to ensure training of staff, quality disposal of people’s grievances about the online services available.
The Div Com inquired about the number of applications applied for Fard, mutation, copy of mutation, copy of Girdawri etc. The DCs apprised about the total number of applications received and disposed of.
The Div Com took note of high rejection rate in copy of mutations and in other revenue services and instructed the DCs to identify the reasons and ensure disposal of applications within designated PSGA days.
The Div Com also reviewed the status of court cases pending in the districts and directed the DCs to expedite the disposal of all pending cases.
While reviewing the clearance of the land use conversion applications, the Div Com instructed the DCs to ensure the disposal within 30 days.
The Div Com also reviewed the progress on land acquisition process for development works and instructed the concerned DCs to expedite the land acquisition and disbursement of land compensation. He also instructed DCs to expedite the disposal of land acquisition, requisition cases of BSF, Army on priority.
The Div Com asked DCs to hold regular meetings with defense estate officers and Army, BSF Officers and follow all the pending cases.
The Div Com also reviewed progress on retrieval of government land and directed DCs to expedite the process and ensure eviction of government land, removal of encroachments. He also asked DCs to Set monthly targets for retrieval of common, state land and also take measures to keep a check on fresh encroachments in the districts.
The Div Com directed DCs to fix target for eviction of encroachment and performance will be reviewed monthly.
While reviewing delineation of Gair Mumkin Khad Land the Div com emphasized to expedite process of delineation of Gair Mumkin Khad land and progress will be reviewed fortnightly, no laxity will be allowed in this matter.
