JKPEECC holds convention against electricity amendment bill

JAMMU, Oct 15: Jammu and Kashmir Power Employees and Engineers coordination committee [JKPEECC] today held a Convention against Electricity Amendment Bill 2022 here in Jammu in which Er Shailendra Dubey Chairman All India Power Engineers Federation (AIPEF), Er. Abhimanya Dhankar Secretary General AIPDEF were key note speakers and other members of National Coordination committee of Electricity Employees and Engineers (NCCOEEE) also participated in the convention .
Hundreds of Power Employees and Engineers from all the districts of Jammu and representatives of Kashmir Province also participated in large numbers in the convention that was aimed at enlightening the employees and consumers in general about the sweeping changes that the Electricity Amendment Bill 2022 proposes to introduce that shall detrimentally affect the interests of the employees and consumers. It will open up the distribution of power for private players and profitable areas will be taken over by the Private companies and a monopoly which we see today in the Telcom sector will be same in Power Distribution sector also if this Bill becomes an Act if passed in Parliament. It is pertinent to mention that The Electricity (Amendment) Bill 2022 had been sent to standing committee of parliament on energy after uproar across the country against the various provisions of the Bill in August 2022.
While Speaking on the occasion, Er Shailendra Dubey said the Bill violates the basic structure of the constitution and State Power utilities are under an obligation to fulfil the welfare obligations of the state in terms of the Directive Principles of the constitution which state that the ownership and control of material resources of the community are so distributed as best to subserve the common good.The Private entities and utilities when created will cherry pick their lot of consumers and affluent consumers will reap the benefits and the weaker sections will slowly be deprived of the subsidized access to the electricity as the Private entities are not interested to serve the sections who cant pay the higher tariffs.
Sachin Tickoo Convenor JKPEECC and President JKEEGA demanded that the Bill should not be rushed through and instead the standing committee on energy of Parliament should invite the stakeholders and particularly the National coordination committee of Electricity Employees and Engineers to discuss the provisions of the Bill. He said that if the Bill becomes an ACT in the present form, the employees of the state owned distribution companies will be shunted , rendered jobless and recruitments in Public sector and employment opportunities in power sector will be scarce. The move to de-license power distribution is no way to ensure efficient and cost-effective electricity supply to the citizens and on the contrary shall put additional burden on weaker section of consumers and farmers as well.
Er Jiapal Sharma Chairman JKPEECC while speaking said, Private power companies will go for cherry picking in supplying electricity to consumers and will prefer to supply electricity to only high revenue earning industrial and commercial consumers and urban localities which will push the state discoms to further bankruptcy.
