Juvenile Crimes

In recent years there has been an increase in both crimes done by the juveniles as well as the crimes against the juveniles. According to the NCRB data, crimes executed by children in conflict with law increased by almost 50% in J&K in 2021 as compared to 2020.
Last month J&K High Court in one of its judgments maintained that juveniles involved in crimes are not criminals and in fact, they are victims of society.
The Juvenile Justice Rules provide that a juvenile in conflict with the law need not be apprehended except in serious offences entailing adult punishment of over seven years.
As defined under Section 2 (l3) of the Juvenile Justice (Care & Protection of Children) Act, 2015, “Child in Conflict with Law” is the one who is alleged or found to have committed an offence and has not completed eighteen years of age on the date of commission of such offence.
According to the NCRB report there were at least 323 cognizable criminal cases involving juveniles in conflict with law in 2021 as against 171 in 2020. The cases by them in 2019 were 299 but an apparent decrease in 2020 had a lot to do with the restrictions imposed due to Covid-19 pandemic.
Regarding the crimes against children, the NCRB report had stated that 470 cases were registered in 2019, 606 in 2020 and 845 in 2021.
The crimes being done by the juveniles and the crimes against them are a matter of concern and society needs to wake up. Citizens cannot act as mute spectators. They owe a duty towards the children and the generation next.
Parents have an important role to play. They need to keep a watch over the activities of their children and have to ensure that they don’t fall in a bad company. All of us need to bear in mind that the criminals always wait for a chance to lure the children as it’s easy to pollute the innocent minds. The children are the future of the nation and they need to be groomed and nurtured. No sane society can tolerate either the crimes committed by juveniles or the crimes against them.
