Back to Village’ programme is a mere eye wash to befool people: Rattan Lal

SAMBA, Oct 31: Rattan Lal Gupta, Provincial President Jammu and Kashmir National Conference (JKNC) Jammu has asserted that the much hyped ‘Back to Village’ programme is a mere eye wash by the BJP and its Govt at the Centre just to befool the people of the Union Territory. He said that this stands proved beyond any doubt by the fact that there is totally no development on ground.
The senior National Conference leader expressed this in his address at the party’s convention at Samba.
The day-long convention was organized by Satwant Dogra, Provincial President Women Wing and Incharge National Conference Samba in which Rattan Lal Gupta was the Chief Guest. With all District as well as the Block level office bearers enthusiastically participating in the convention, the party workers in large numbers from across the Samba District registered their footfall at today’s convention.
While addressing the Convention, Rattan Lal Gupta said that the ‘Back to Village Programme’ Phase 1 to 3 including the ongoing fourth phase have turned out to be totally futile exercise as the problems of general masses persist as these were before. He claimed that the Govt has deputed 4500 Gazetted Officers and 25000 Govt employees for Back two Village 4 (B2V4) programme but it’s unfortunate that none of the officers have any power to sanction any development related projects raised and demanded by the public representatives during their visit to the villages of their jurisdiction. He said what is the fun of deputing these officers when they are not empowered to take any decision? Moreover, only a few employees out of the 26 government departments roped in for ‘Back to Village’ programme pay official visits to the areas for taking stock of people’s issues, he added.
The Provincial President said that the phase wise implementation of this programme seems to be ‘Aage Dhod Peeche Chhod’ campaign just to crack a cruel joke on the common people of this Union Territory who are already overburdened with immense miseries due to the wrong policies of the Govt.
Satwant Dogra, Provincial President Women Wing and Incharge National Conference Samba, in her address, accused the government of just wasting public money and time by conducting such futile exercise. She said that pressing issues like drinking water and power supply crises continue to irk the people on the same scale as before the B2V programmes. She said that all the previous three phases and the ongoing that has miserably failed to produce any substantial result.
The BDCs and DDC members participated in the convention said that the visiting officers who deputed for B2V4 were facing wrath of PRIs as the government has miserably failed to address the issues the earlier commitments made with the PRI members. They said it seems that the UT Administration is in holiday mood and deputed officers to visit far flung areas of the state without caring about the aspirations of the general masses.
