12/6/2022 10:39:30 PM
Early Times Report
JAMMU, Dec 6: Power Employees and Engineers under the banner of JKPEECC an amalgam comprising of various Unions of PDD led by Er. Sachin Tickoo, President JKEEGA and Convenor PEECC, Er. Jaipal Sharma, Chairman JKPEECC & President DEA, Ashok Dubey Vice President JKEEGA, Sanjay Sharma, DEA, Anil Slathia, lineman and Workers Union, H.D Singh, TEF, Tarun Gupta, PDDEU, Akhil Kumar, president PDL/TDL workers, Gurmeet Singh, CNGEU among others today held a meeting here in Jammu and expressed strong resentment over the non redressal of the agreemented issues between JK UT Government representatives and JKPEECC on 21st Dec 2021 despite a lapse of year since then.
The members of coordination committee impressed upon the Government to issue a white paper on the progress of the enlisted issues of the agreement in the Public domain so that common masses are aware that till most of the agreemented issues are lying as it is unresolved causing grave discontentment among the masses.
Speaking on the occasion the coordination committee leaders strongly resented the fact that the Departmental Promotion committee meetings are not being held regularly and thousands are posts are lying vacant in Executive and ministerial cadres, the DPC of Tech-III who are stagnated since last 24years is still a distant dream, only 200 Daily wagers could get regularized in the whole year despite formal announcement by Government that twelve thousand daily wagers of PDD shall be regularized. Despite creation of the posts of the CPAO/AOs none of them have been deputed to the Corporations overburdening the existing CPAOs and affecting the management of the Finance related matters of the twenty thousand employees.
Re-Constitution of PDD Employees Welfare fund disbursement committee has not been done till date, despite the fact that the employees own salary contribution of over Rs 5 crores is lying with the department and next to kin of deceased are still suffering.
Further at present there are nearly 300 posts of JE,150 of AEs, 100 of AEE, 25 of Xen, 17- S.Es, 4 CEs and 3 Executive Director, 2-MDs which are lying vacant since months thereby badly affecting the administrative efficiency as one Engineer is manning three charges on additional charge system. The Junior Engineers of 2009 Batch are still awaiting promotions as AEs, whereas their counterparts of even 2015 Batch in PWD/ Jal Shakti Department have been promoted as AEs causing deep mental agony to our workforce.
Moreover the review of the service conditions of the PDD employees on deputation to the CVPPPL as promised in the agreement has not been done till date and they are suffering step motherly treatment in that organization.
The twenty thousand employees of the Power Development Department on deputation to these carved out corporations are feeling dejected that Government is not serious to resolve the issues and are running out of patience, therefore JKPEECC in consultation with all the constituent unions of PDD across J&K has decided to urge the Government to resolve the enlisted issues of the agreement between JK UT Government representatives and JKPEECC on 21st Dec 2021,on priority so that employees are not forced to go on agitational path in near future.
JKPEECC vehemently appeals Principal Secretary PDD to kindly fulfill the commitments made in the mid night agreement dated 21/12/2021 and administrative action is visible on the ground to meet the aspirations of employees.
