Bangladeshis' number in PoK has increased
J&K-bound ultras being regrouped across LoC

NEW DELHI: Government of India has reasons to be upset in view of a new plot being hatched across the Line of Control (LoC). As usual, anti-India lobby in Pakistan occupied Kashmir (PoK) is, according to latest intelligence inputs, busy working out a plan to enable groups of Bangladeshi ultras to infiltrate into Jammu and Kashmir.
Once these ultras--their exact number is not forthcoming--managed to enter the Indian territory, they would, as pointed out by security specialists, carry out terrorist acts. Pakistan occupied Kashmir has become a safe haven for a large number of Bangladeshi militants.
And government of India, signifcantly, does not deny reports that the infiltration of Bangladeshi nationals in the Kashmir Valley has increased in the recent past. New Delhi has not ruled out the undetected crossings by Bangladeshi ultras into Indian territory through hilly terrains of PoK.
Why have the illegal Bangladeshi migrants chosen Jammu and Kashmir? In search of 'beter opportunites', some of the captured Bangladeshis have claimed. However, the Indian security agencies have noticed that in Kashmir the Bangladeshis have the common pretext of getting jobs as labourers and helpers. It has also been noticed that many of these Bangladeshis come in contact with the militants, who motivate them to join their outfits
Much signifcance requires to be attached to the revelation by a few captured Bangladeshi nationals that those from the the Union capital and the neighbouring cities have already started moving to Jammu and Kashmir. There is enough evidence to suggest that the trend started after most Bangladeshi nationals with criminal records shifted their bases to western Uttar Pradesh (UP).
And as the police pressure mounted in Delhi, a number of undesirable Bangladeshis also shifted to Sonepat in Haryana. Equally signifcant has been the re-structured strategy of a large number of Bangladeshi women: In Delhi as well as in western UP, they started wearing 'bindi' in order to hide their real identity.
Bangladeshi migrants are unpredictable. And at times unscrupulous as well. Major politcal parties such as Congress and Bhartiya Janata Party (BJP) have not denied it. Yet, they have been playing game of politics--electoral politcs, to be precise. Atal Behari Vajpayee cannot escape criticism in this regard. It was in the summer of 2001 when as Prime Minister he anounced at Silchar in Assam his Government's move to give work permits to migrants from Bangladesh.
Vajpayee's announcement was apparently meant to woo groups Bangladeswhis who have, over the years, manipulated to become eligble voters in Assam and several other places in the northeast region as well as in the rest of the country, national capital region of Delhi included. There is no denying that deportation of the Bangladeshis from Assam is, at present, impossible because of many legal problems and constitutional hinderances.
If the illegal immigration of Bangladeshis is continuing to be proving as a boon for unscrupulous touts, politcians too seem interested in deriving benefits. So-called secularists have not hesitated, all these years, to use immigrants as their vote banks. On the other hand, however, Hindutva forces have chosen to exploit the problem to consolidate their own support base by spreading fears about the impact of the Muslim inflow on population patterns as well as the country's integrity.
Since Pakistan, particularly the ISI, quietly supports the unhindered march of large batches of Bangladeshi migrants into India, including Jammu and Kashmir, any complacency or playing electoral politics by various Indian leaders and parties will only worsen the situation in the ultimate analysis.
