Dogra President of Association and attended by huge numbers of CAPF Retires, Vir Naris & Widows. Sh Chander Mohan Gupta Vice State President BJP & former Mayor Jammu was present as Chiet Guest.
The meeting was addressed by senior leaders of the association and highlighted that Central Armed Police Farces are Armed forces of the Union of India as per their Act & Rules and various Govt. communications, also combatised in nature with same training/skill of infantry units of regular Armed forces The CAPFs are also 1st line defence forces of Union of India during peace time and 2nd line defense forces during war emergency where as Armed forces are vice versa.
The CAPFs are guarding all frontiers of the country that Is about 14500kms excluding about half of the 1&K LOC i.e. 600kms whichis under Army control.
Apart from border guarding, the CAPFs are also performing multi- ferrous duties like neutralizing Terrorism, Naxalite, Internal Security, VIP security, Law & Order, Election duties and Natural calamities etc.
It is pertinent to say that inspite of all this, the Govt is treating Central Armed Police Forces under Central Civil Service Rules for giving benefits of salary and pension etc which is grave injustice with the CAPFs.
They stressed that during initial raising of these forces, they were placed under said rules but now security scenario has changed in the country and CAPFs forces are performing tough and hazardous duties with utmost alertness & vigilance i.e. 24X365 days in all odd situations, In view of this, they urged that Govt may recognize the strenuous duties of CAPFs and consider their long pending demands under equal work and equal wage policy Restoration of old pension scheme for appointees after 1-4-2,004, Removal of disparities with defence forces for pay/perks/pension etc., Detachment of CAPFs from Central Civil Service Rules for the purpose of pay/perks/pension etc and framing of CAPFs rules for said purposes, Central Armed Police Forces pay to compensate Military Service Pay (MSP), Issue of notification of Ex-servicemen benefits on the line of defence forces pending with Jammu and Kashmir Union Territory Administration as directed by MHA New Delhi during 2012 an. Establishment of Central Welfare boards at District level on the pattern of Kenderiva Zila Sainik Boards.
The Chief Guest also aired that the demands of CAPFs are genuine and will be discussed with the Govt at appropriate platform,
Other who attended the meetings were N. S. Jamwal (retd. ADG), Yash Pal Sharma, Sunil Gupta (Retd. DC), Surjeet Singh (Retd. AC), Yash Pal (Retd. AC), Som Nath Sharma etc.
