Early Times Report
Jammu, Dec 26: Even as the votes are yet to be counted an unrest and hectic consultation process is on among the political parties as none appears sure of the required strength to form government.

Political analysis see the Congress as a key player in formation of government while leadership of different parties is eyeing the smaller parties, potential independents for making negotiations tough on the table as Jammu and Kashmir appears poised for another spell of coalition government.

Former Chief Minister Ghulam Nabi Azad gad exuded confidence of Congress forming government at its own but the PCC chief Saif-ud-Din Soz has admitted that his party was looking for likeminded alliance. Soz has not ruled out or ruled in an alliance with the Peoples Democratic Party.

The National Conference leadership has all along been talking about a tacit alliance between PDP and Congress but its leaders Dr Farooq Abdullah and Omar Abdullah have now rushed to New Delhi for gauging Congress mood. PDP President Mehbooba Mufti says that her party will form government at its own terms. She too has not ruled out any alliance.

After leaders of various political parties have come to the conclusion that no single party was in a position to win absolute majority and form the Government the exercise on wooing some independent candidates, who seem to have the potential of winning the poll, for forging an alliance has begun.

With just a day left for counting of votes, leaders of almost all parties, except the former Chief Minister Ghulam Nabi Azad, are admitting that people have given a fractured mandate.

While the Congress has kept the option for forming a coalition Government with either the PDP or the National Conference open, the BJP leadership has not yet decided anything. BJP President Khajuria said "yes I believe that the poll results will throw up a hung Assembly but it is too premature to say with which side the BJP will align. In reply to a question he said the party high command will take the decision on the issue. The congress party sources said that the Congress high command continues to be in favour of repeating the 2002 experiment when it shared power with the PDP. The sources said "however, if the number game favoured, the National Conference and the Congress may not have any other option but to form a coalition Government with it."

Khajuria when asked whether the BJP will lend outside support to the National Conference in the formation of the Government said "it is for the party high command to decide.” He, however, made it clear that alliance with either the congress or the PDP was totally ruled out.

Even though the more than 36 hours are left for the poll results to be declared, leaders of various political parties are said to be in touch with one another. Even the contact has been established with the leaders of the two factions of the BSP because trends indicate that the BSP may bag two to four seats. Inside reports said that the Congress leaders have established links with the rebel candidates, including Babu Singh, in order to keep them in good humor so that in case they win they could help the Congress in bargaining for better deal either with the PDP or the National Conference.
