ACB, district Admin conduct workshop for DDOs

KISHTWAR, Jan 6: Anti-Corruption Bureau (ACB), in collaboration with District Administration Kishtwar, organised a workshop for officers and officials of executing agencies and Drawing Disbursing Officers of government departments here in the Conference hall of DC office complex.
The Workshop was chaired by the Director, Anti-Corruption Bureau (ACB) J&K, Anand Jain.
The workshop was organized to acquaint the Works executing agencies about the transparent and corruption free practices, including how to avoid lapses in maintenance of records of developmental works, importance and issues while using GeM portal for public purchase, and role, and responsibility of Departmental Vigilance Officer (DVOs).
The workshop was attended by Deputy Commissioner, Dr Devansh Yadav, AIG (Policy) ACB J&K, Sandeep Wazir; SSP Kishtwar Shafqat Hussain Batt, ADDC Kishtwar Sham Lal, ADC/District Vigilance Officer Kishtwar Kishori Lal Sharma, JD-Planning Mohammad Iqbal, AIG (DVO) J&K, Kulwant Jasrotia; AIG (Policy) ACB J&K, G.S Ghuman; SSP DKR ACB J&K, Mushtaq Chouwdhary, Chief Accounts Officer ACB Shaoib Batt, District and Sectoral officers, Ex Ens, AEEs, AEs, JEs and Technical staff of executing departments.
At the outset, AIG (Policy) ACB J&K, Sandeep Wazir gave a welcome presentation and gave the participants a detailed insight of the workshop.
The Ex En ACB Dev Raj Bhagat gave a PowerPoint presentation on the lapses in the execution of the public developmental Works by various executive agencies besides gave a detailed insight about the remedial measures, codal formalities to be followed for ensuring the transparent execution of developmental works.
Director ACB Anand Jain stressed officer to follow the prior AAA & TS ,tendering through e NIT, various qualifications of works, percentage based tendering, Reasonable Rates, maintenance of M-Book,and geo- tagging besides stick to the provided guidelines issued by govt in the execution of works.
The Director ACB asked officers to strictly use GeM for public purchases besides to conduct market survey and adopt Reverse Auctioning to avoid unnecessary loss to the government exchequer.
During the programme, a threadbare discussion was held on the role and responsibilities of the Departmental Vigilance Officers (DVOs), including the procedures to be adopted for the fair and timely conduct of inquiry against sub-ordinates.
