EARLY TIMES REPORT
Jammu, Dec 28: As the results of a keenly contested election for Jammu and Kashmir legislative assembly were out this evening, the people have given a fractured verdict with no party anywhere around the magic number of 44 to form government at its own. The Congress party has clearly emerged as a king maker to play a decisive role in formation of next government.
In the House of 87 members, 44 members are required for formation of a government. National Conference getting 28 seats has emerged as single largest party and is looking towards the Congress for an alliance to form the government. Congress has finished poor at 17 seats –the numbers down from its 2002 tally. Peoples Democratic Party has improved its tally significantly by getting 21 seats –five seats up from its 2002 count –and has said that it can not be counted out of the fray in formation of government. Bhartiya Janta Party has clearly emerged as major gainer in the elections by getting a record number of 11 seats. The party had got only one seat in 2002 elections.
The unique feature of the new assembly which is about to be constitutes is that 46 of the 87 members who were declared elected today were not members of the previous House. More interestingly, 29 of them are the first timers to enter the Legislative Assembly though three of them have remained members of the Legislative Council.
National Conference has come with largest number of faces who are either first timers or were not members of the previous assembly. 15 of the 28 members who have been elected to the Legislative Assembly on National Conference ticket were not members of the previous assembly. Similarly in Peoples Democratic Party 13 of its 21 members who have been elected to the assembly were not the members of the previous assembly. Congress too has come with five new faces. The BJP which had only one seat in previous assembly has obviously come with ten more members who were not members of the previous assembly.
As many as 15 such contenders who were Ministers in the coalition government –either during regime of Mufti Mohammad Sayeed or Ghulam Nabi Azad –have lost elections. Prominent among them are former Deputy Chief Minister Mangat Ram Sharma and senior PDP leader Abdul Aziz Zargar. While Mangat lost to Chaman Lal Gupta of BJP in Jammu West, Zargar was defeated by Sakina Ittoo of National Conference in Noorabad constituency of South Kashmir.
Three former Chief Ministers –Mufti Mohammad Sayeed, Dr Farooq Abdullah and Ghulam Nabi Azad –registered comfortable win from their respective constituencies. Top leaders of different parties including Mehbooba Mufti and Muzaffar Hussain Baig of the Peoples Democratic Party also registered a comfortable win. National Conference President Omar Abdullah made a graceful comeback at the family’s home turf of Ganderbal by defeating Qazi Mohammad of Peoples Democratic Party by over 8200 votes.
Among the major losses which main parties suffered is the defeat of National Conference leader Mohammad Shafi in Uri constituency and that of PDP leader and former Finance Minister Tariq Hameed Karra in Batamalloo constituency of Srinagar. Dillawar Mir of PDP and Sheikh Mustafa Kamal of National Conference also lost elections in Rafiabad and Gulmarg constituencies, respectively.
Flamboyant Congress leader and sitting Member of the Parliament Choudhary Lal Singh lost election in Kathua constituency. Another former Minister Babu Singh, who was also contesting from this constituency, too has lost. An independent candidate Charanjit Singh has won the Kathua seat. Lal Singh’s wife and sitting MLA Kanta Andotra too has lost election in Basohli constituency where Jagdish Raj Sapolia of BJP has won.
Another significant result of today’s election was victory of Peoples Democratic Party at two seats in Jammu region. Choudhary Zulfikar Ali in Darhal and Rafiq Hussain Khan in Mendhar won the seats for Peoples Democratic Party.
