| Vohra meet his men, says no substitute to political Govt | | | Early Times Report
JAMMU DEC 29: As he prepared to hand over baton to the elected government in next few days, the Governor N N Vohra, today complimented the State Administration for rising to the occasion and meeting varied challenges in the absence of a political dispensation. Addressing the Administrative Secretaries of the various departments in the State Government here this morning, the Governor observed that the Administration had faced various difficult situations with due devotion and loyalty to the cause. Maintaining that there was no substitute to the political dispensation, the Governor said that his three Advisors, the Chief Secretary, the senior bureaucracy and the employees had done their best to ensure delivery of various services during the brief period of the Governor's Administration. He, however, regretted that all the envisaged objectives could not be secured as the State faced serious developments for several months, first in the Valley, later in Jammu and then in the Valley, yet again. Vohra referred to the measures taken for mitigating the problems of the people and continuing the development process and said that many major tasks remained to be carried out. He hoped that the political dispensation with the active support of the Administrative machinery would address the needs and expectations of the people across the three regions of the State. He stressed the need for very close inter-sectoral coordination in the key sectors of Public Health Engineering, Roads and Bridges, Education, Health and Urban Development. The Governor mentioned that the Chief Secretary, he had asked all the Secretaries to prioritize important problems and issues which could be placed for urgent consideration of the new Government. He urged the implementing agencies to redouble their efforts in achieving the targets under the Annual Plan. He also urged the senior officers to undertake regular field visits, especially to the remote and far-flung areas, for ensuring completion of various projects on time-bound basis. "The people must always be assured that the Administration is by their side to resolve all their difficulties", he observed. Expressing satisfaction over the free and peaceful conduct of the polls, the Governor observed that the incident-free elections and the massive participation of the people reflect their deep faith in the democratic process and yearning for peace, good governance and development. The Governor had a special word of praise for his each of the three Advisors, Chief Secretary, the officers and the employees at all levels, who, he said, "stood steadfastly in carrying forward the developmental agenda". Expressing gratitude, on behalf of the State Administration, to the Governor for his dynamic leadership and valuable guidance, Chief Secretary, Mr S S Kapur, assured that the Administration would carry forward his mission of ensuring the all round development of all the three regions of the State. "With your enriched experience and sagacious leadership, the Administration braved all the challenges courageously, particularly during the most testing and turbulent months this summer", he said. The Chief Secretary referred to the monitoring and reviewing various projects and programmes, on regular basis, by the Governor and said that this had infused a spirit of enthusiasm and discipline at all the levels of the Administration. "We always looked towards you and benefited from your rich administrative acumen", he said, while assuring that the State Administration will continue to get inspiration from the Governor in the years to come. Mr Kapur described the just-concluded elections as a monumental challenge for the Administration and expressed satisfaction over the fairest and most transparent polls. The Chief Secretary also expressed the gratitude of the Administration to the Advisors to the Governor for their valued direction to the departments under their charge. The Advisors to Governor, Mr H H Tyabji, Dr Sudhir S Bloeria and Mr C Phunsog, were present in the meeting attended by the Financial Commissioners, Principal Secretaries, Commissioner/Secretaries and Secretaries to Government.
