| Ministry making to be completed in three phases | | | Early Times Report Jammu, Jan 02 -The Congress high command has decided to recommend the names of those party MLAs for induction in the cabinet whose track record has remained untainted. Since the designate Chief Minister, Omar Abdullah plans to induct six MLAs, three from the Congress and three from the National Conference, in the cabinet in the first phase several MLAs were being short listed for the berth in the cabinet. From the Congress side Raman Bhalla, Ch. Mohammed Aslam, Peerzada Mohammed Syed, besides Sham Sharma top the list. From the National Conference it will be Abdul Rahim Rather, Mian Altaf, Ali Mohammed Sagar and Surjit Singh Slathia. According to Congress sources, the cabinet was likely to be expanded before the start of the budget session because six ministers may not be able to handle more than four portfolios. These sources said that the third and last expansion of the council of ministers may take place after the end of the budget session of the state legislature. It was going to be a two-tier council of ministers. Both the National Conference and the Congress have a tight rope walking in ministry making because Omar Abdullah cannot afford to have a team of more than 25 ministers, including the Chief Minister. Under the Constitution the strength of the council of ministers has been limited to 20 per cent of the strength of the members of the two Houses. Since the National Conference has 10 MLAs more than the Congress the former will have at least 14 ministers, including the Chief Minister, and latter could recommend the names of not more than 11 legislators for berth in the ministry.
