| ZERO TOLERANCE AGAINST HR VIOLATIONS HAS DEMORALISED SECURITY FORCES: BJP | | | Jammu, July 11 :- Leaders of the state unit of the BJP have expressed deep concern over the marked rise in the level of militancy related violence in the Kashmir valley in recent weeks. Commenting on the Tuesday's serial blasts in Srinagar the BJP leaders blamed both the state and the central Government for having adopted an approach which had led to toal "demoralisation" of the police,paramilitary forces and the Army in Kashmir. The party President,Dr Nirmal Singh,VicePresident,Prof. Hari Om,and a former Union Minister of state for Defence,Prof. Chaman Lal Gupta, told Kashmir Independent Press today "intermittent grenade attacks on the tourist coaches and small vehicles and that too in high security zone areas reflected total failure of the state and the central Governments in tackling the menace of militancy." In reply to a question Prof. Hari Om said "yes,there is one clear instruction to the security forces from the state and the central Governments." Explaining it he said "when the Government has made a loud proclammation saying there will be zero tolerance against human rights violations it has amounted to binding the hands of security forces." Prof. Hari Om said "such instruction have made the security forces as silent spectators.Even if militants attack civilians or security personnel police,paramilitary forces and the Army prefer remaining mute spectators to facing trial and suspension." Dr Nirmal Singh and Prof.Gupta said that neither the state Government nor the centre had any clear cut policy on counter insurgency.They said "after each gory incident the state and central Government functionaries appear to have become wiser but instead of formulating some definite policy hordes of VIPs from Delhi descend on the state on the pretext of assessing the situation on the spot." Prof. Gupta said "we have been shouting loud for giving a free hand to the security forces.Instead of doing this the Government has demoralised the security forces and the result is that militants are free to attack at their sweet will." Prof. Hari Om said "the Chief Minister,Mr Ghulam Nabi Azad has proved a total failure.He has neither any command over the security forces,nor on his cabinet colleagues nor on the administration because he has been held a hostage by the pro-militant policy being persued by Mufti Mohd.Sayeed and his daughter,Ms Mehbooba Mufti." The BJP leaders said that the recent attack on tourists,including pilgrims to Amarnath shrine,should prove an eye opener for the centre. They said "if these blood curdling incidents do not awaken the Government the situation in Jammu and Kashmir may assume alarming dimensions encouraging Pakistan to convince the world that people in Kashmir were up in arms as they wanted to be part of Pakistan."
