Early Times Report

Jammu, Jan 7--The BJP and the Panthers parties plans to embarrass the National Conference-Congress ruling coalition by moving a bill for the establishment of a fresh Delimitation Commission in the State Assembly during the ensuing budget session. However, the Congress has described the BJP and Panthers Party plan of tabling a bill in the Assembly for the establishment of a delimitation commission as a "political conspiracy” against the ruling coalition.
The spokesman of the Pradesh Congress Party, Ravinder Sharma, said "the BJP and Panthers party's decision to move a bill for the constitution of a delimitation commission is a political gimmick because for adoption of such a bill the two parties need the support of a two-third majority in the House."
Sharma said even if the Congress, which has 17 members in the Assembly, supports the bill it cannot be adopted for want of a two-third majority and suggested to the BJP and the Panthers Party leaders to discuss the issue with the Congress and the National Conference leadership in order to evolve a consensus as without that adoption of the bill "is impossible.” He said the Congress is aware of the fact that people in the Jammu region wanted fresh delimitation of the Assembly constituencies but if the BJP and the Panthers Party table a bill they would be harming the interests of the people of the region. He suggested to the leaders of the two parties to sort out the issue with the ruling coalition so that the Government moves the bill for adoption by the legislature. He explained that once the National Conference and the Congress support the bill it could be passed easily as such a move will have the support of two-third majority in the state legislature.
However, leader of the Panthers Party in the Assembly, Harsh Dev Singh today said "we are committed to fresh delimitation of the Assembly constituencies because the Jammu region with more area and population than the Kashmir valley deserves to have 10 more Assembly seat". In reply to a question he said "we know we do not have the requisite strength in the House to see our bill getting adopted but we shall be able to expose the Congress, which too favoured fresh delimitation in its poll manifesto, if it opposed the bill."
The BJP President, Ashok Khajuria, said "It is for the Government to take the initiative on the delimitation commission issue". In reply to a question he said "why should we ask the ruling coalition to move the bill." He too stated that "if the Congress and the National Conference opposed the bill the two will get exposed before the people of the Jammu region. He said "we cannot wait till 2026.We are for immediate delimitation of Assembly constituencies." He and Harsh Dev said "if the Kashmir centric political parties are opposed to delimitation let them favour redrawing of constituencies only in the Jammu region that would end to regional discrimination with the region."
