| ‘Administer oath to new MLAs’ | | | Early Times Report Jammu, Jan 07- Harsh Dev Singh, MLA and leader of the Panthers Legislature Party has questioned the undue and inordinate delay in administering oath to the newly elected MLAs despite the fact that 11th Legislature Assembly stands constituted w.e.f December 31, 2008 as per the notification issued by the law department. He regretted that neither the date for administering oath to the new members had been announced nor any steps initiated in this regard thus revealing the utter lack of concern, imbecility, incompetence and ignorance of those at the helm. He said that constitution of Assembly is simultaneously followed by announcement of pro- tem Speaker and oath to all newly elected members, which alone provides legitimacy to their office. Harsh Dev Singh further said that the delay in administering oath appears to be deliberate so as to delay the Budget Session, which as per the prevalent practice, used to commence in January. He said that the said lapse was required to be taken cognizance by the Governor who is the constitutional Head of the state and appropriate instructions issued for the timely convening of the budget session as per the practice in vogue. He further urged upon the Governor to intervene so as to ensure that the state legislature meets for at least 100 days in a year as per the consensus reached at national level in this regard so that the problems of the public could be debated in the Assembly and solution evolved for the ultimate good of the people. He demanded a minimum of 60 days Budget Session for deliberating important issues of public importance namely Delimitation; POK and West Pak Refugees issues, Migrants problems, regional issues and the issues of the unemployment.
