SRINAGAR, JAN 8: The Chief Minister Omar Abdullah has maintained that people of Jammu and Kashmir have given the new Government mandate for speeding up development and improving basic amenities like bijli, sadak and paani. He said that with the improvement in the overall security scenario, the attention of the Government has to shift towards developmental activities. Chairing the maiden high-level meeting here today, after taking over as Chief Minister, to review the arrangements made regarding winter preparedness, Mr. Abdullah said that priority areas have to be addressed with greater promptness to provide succour to the people. He said winter brings along with it several problems and the administration has to gear up to meet these on priority. He said that merit will form the basis of the administrative machinery and officers and officials who exhibit ability and efficiency would be encouraged, adding that dereliction of responsibilities would be viewed seriously and those found involved would be treated accordingly. The Chief Minister asked the senior functionaries to set targets for themselves and their subordinates working in the field and put in efforts to accomplish them within a stipulated timeframe. He said this will go a long way in improving the efficiency and streamline the administration. He said the people are the best judges and they appreciate those who perform well. He said the Government would also set up a benchmark for the senior officers at various levels to evaluate their functioning. Referring to the winter-specific problems faced by the people, Mr. Abdullah said that Winter Secretariat would soon start functioning at Srinagar and ministers on weekly rotational basis would be available there to address the problems of the people. He said efforts would be made to create a congenial working atmosphere for the Government employees so that they deliver on ground in a befitting manner. The Chief Minister expressed satisfaction about the winter preparedness arrangements already put in place by the divisional administration. He said the proposal for provision of two more snow clearance machines would be considered on priority. He instructed that more dewatering pumps should be pressed into service, particularly in waterlog-prone areas. Omar Abdullah instructed the Director CA&PD to ensure availability of adequate quantity of rice, sugar, atta, kerosene and LPG to the people, particularly in far off places. He also directed for timely repair of damaged transformers and their installation so that power distribution system is streamlined. Cabinet Ministers, Abdul Rahim Rather, Ali Mohammad Sagar and Taj Mohi-ud-Din, who were present in the meeting, impressed upon the officers to maintain coordination and work with more dedication to provide relief to the people. They called for prompt response to the problems confronted by the people particularly during winter months. They asked the concerned Chief Engineer to strictly adhere to the load shedding programme so that equitable power supply is ensured in all the areas. They directed the senior officers to frequently undertake field visits and keep close liaison with the people to know their problems and redress the same. Sagar, who yesterday took stock of the arrangements made for Muharram, expressed satisfaction and said people of various areas have appreciated the district administration. Principal Secretary to Chief Minister Khurshid Ahmad Ganai, IGP Kashmir Dr. B. Srinivas, Additional Commissioner Kashmir, Deputy Commissioner Srinagar, Chief Engineers of various disciplines, Commissioner, Srinagar Municipal Corporation and representatives of various oil companies attended the meeting.
