| CB raids RTO complex, records seized | | | Early Times Report Jammu, Jan 10: Busting an alleged nexus between the officials of Motor Vehicle Department and private agents, the Crime Branch sleuths today raided the office of the Regional Transport Officer (RTO) in Warehouse area and screened several office files pertaining to token tax and vehicle registration They seized the record of Accounts and Registration section. Official sources said CB received a written complaint in which it was alleged that large scale of bungling is going on the RTO office Jammu. The complaint also alleged that the driving license for passenger vehicles are issued on the basis of certificates provided by Driving institutes with connivance of officials of RTO, Jammu. Police sources said that seven agents were picked up for questioning alongwith the illegal documents. The sleuths also seized 100 Registration Certificates and Permits and vehicles of the private agents. Giving details, sources said that a special team of Crime Branch headed by Kulbir Singh Additional SP Crime Branch, Jammu raided the office of RTO, Jammu this morning and sealed Registration and Accounts Sections of the office. The employees of these sections were asked to assemble in one room. The Crime Branch officials thoroughly checked the official record of the two sections, which was later seized for further investigation, sources said adding the raid continued for more than six hours. The team scrutinized and checked the records pertaining to the previous years, 2006 and 2007 and seized the illegal documents as well as other material evidence in support of the case. SSP Crime JP Singh said, a case has been registered against officials of RTO Office, Jammu as well as some private agents with regard to the large scale misappropriation of Government money in the shape of license/registration fee/token tax by the Cashier /other staff posted in RTO Office, Jammu in connivance with senior officers. Official sources said a complaint regarding large scale mis-appropriation of Government money by officials of RTO Office, was received in Crime Branch, Jammu alleging that token fees deposited by the transporter/owners @ Rs 6000/-one time fee is not reflected in the cash register and instead of it fees of two wheelers @ Rs 250 to 500 is shown to be deposited in the record maintained in the RTO Office and the balance of amount is misappropriated. The GR Book of complied with cash book shall clearly indicate the misappropriation/fraud. The counterfoils of receipt is destroyed after misappropriation. The complaint received by CB also alleged that the driving license for passenger vehicles are issued on the basis of certificates provided by Driving institutes, one such institute by the name of Shiram Driving Institute is issuing fake certificates, after charging huge amounts from the licensee holders in connivance with, officials of RTO, Jammu. It was further alleged that No objection certificates and attestations of 1st Class Magistrate (Naib Tehsildar) are also being fabricated by the private agents which are enclosed with other documents necessary for the transfer of ownership of the vehicles. All the bungling in the RTO Office Jammu are going on with the connivance of Senior Officials and the so-called private agents, SSP Crime JP Singh said adding the huge Govt Exchequer is being embezzled/misappropriated thereby causing loss to the Govt. During the raids, seven agents with illegal documents were arrested from the spot. More than 100 RCs/Permits were seized along-with vehicles of the agents from the spot. Investigation of the case is going on. The raids were conducted under the supervision of IGP Crime S M Sahai and SSP Crime J P Singh. Several visitors in the office of the RTO expressed satisfaction when they came to know that a raid is being conducted in the RTO office to check malpractices. People connected with the transport business also observed that RTO office has become a hub of corruption. The CB personnel should thoroughly probe complaints of irregularities and recommend action against the corrupt employees of the RTO office to clean the system.
