| Jugal reviews functioning of RDD | | |
JAMMU, SEPTEMBER 17 – Minister for Rural Development Mr. Jugal Kishore Sharma today convened a high level meeting with officers of Rural Development Department of Jammu region to review the progress made on various Rural Development schemes during current financial year.
Minister of State for Rural Development Mr. Javed Mustafa Mir, Secretary Rural Development Mr. M. S. Khan, Director Rural Development Mr. Guldev Raj Bhagat, Director Rural Sanitation, Joint Director Planning, Assistant Development Commissioners, Assistant Development Commissioners, Project Officers, Executive Engineers and District Project Officers were also attended the meeting.
Addressing the officers, the Minister said that efforts are on to further streamline working of Rural Development Department so that the rural areas people have an easy access to avail benefits of various welfare schemes launched by the State and Central Governments. He said that a massive campaign be launched in the state for popularizing real perception of functioning of Rural Development Department and awarding people about various welfare schemes launched in the state to ameliorate their socio-economic condition.
The Minister directed the officers of Rural Development Department to work in coordination for ensuring timely completion of the Rural Development works which are already executed by the development agencies under SGRY, IAY, RHS, NREGS, PMGSY, IWDP (Haryali) and Model Villages. He also called for identifying the deserving beneficiaries under BPL category to be covered under various welfare schemes and upliftment of living standard of rural masses. He also called for empowering the panchayats and involving them in formulation of plans, execution and monitoring of rural development works, besides maintaining the assets created in rural areas.
The Minister stressed upon the Assistant Development Commissioners that need for proper maintenance and utilization of the assets created in rural areas. He also suggested that payments of contractors should be made through cheques after completion of construction works in presence of Sarpanchs and Panchs of the area and concerned MLA. He asked the officers for timely supply of material for construction of model villages so that construction work of villages should be completed within stipulated time frame. He directed the officers to prepare list of ongoing development works those are already executed in their areas. He asked the officers to follow a well evolved policy for procurement of material for the ongoing works on comparative prices through tendering mechanism to ensure timely supply of the materials together with observance of quality material.
The Minister asked the officers to remain at their headquarters and maintain movement registers and tour diaries.
While interacting with the Additional Deputy Commissioners, Assistant Commissioners Development and District Panchayat Officers, Mr. Jugal Kishore sought details of various programmes under implementation in the department and achievements registered so far.
Minister of State for Rural Development Mr. Javed Mustafa Mir in his address said that the Rural Development Department has to play a vital role to upliftment the living standard of rural masses. He said that the coalition government is making concerted efforts to eradicate corruption from the root and provide corruption free administration. He asked the Assistant Development Commissioners to personally monitor the development works and check the quality of material so that development works executed on modern lines.
He impressed upon the officers for launching a massive mass campaign to aware the ruralties about various schemes launched by state and centre.
Earlier, Director Rural Development Jammu Mr. Guldev Raj Bhagat gave a resume of the functioning of the department and hoped that the department would make a more positive headway in achieving the targets. |
