Jammu Kashmir Teacher/ Master Association demands DPC, rationalisation
4/21/2023 10:24:42 PM
Early Times Report
JAMMU, Apr 21: Monthly meeting of Jammu Kashmir Teacher/Master Association (JKTMA) was held in Jammu under the chairmanship of UT president Rakesh Singh and UT general secretary Vivek Gupta and attended by score of Teachers including District president's and excecutive members from all the districts. While speaking on the occasion Singh expressed his strong resentment against the school education department for not considering their long pending demand of DPC of Teachers/Masters to IC Lecturers inspite of many vacant posts of lecturers in Govt. Higher Secondary Schools particularly in science stream, which has adversely affected the academic studies of students and even after commencement of new academic session no heed is paid to DPC by concerned authorities, which is a matter of serious concern and demanded to commissioner/secretary SED Sh. Alok Kumar Sharma to conduct DPC at earliest for the welfare of students and also to remove stagnation among teachers/Masters.
Singh while inviting attention towards the enrollment drive and New Education Policy said that, "in order to attract maximum enrollment in govt. schools, it is necessary to fill all vacant posts of lecturers in Govt. Higher Secondary Schools and this is also necessary to implement NEP-2020 on ground in letter & spirit."
Vivek Gupta UT General Secretary, demanded to update the seniority list of science subjects before commencement of DPC and remove all such post graduate degrees obtained via distance mode keeping in view recent J&K High Court judgements as per which "Science degrees acquired through distance mode cannot be considered valid for promotion benefits as they lack regular laboratory oriented work for 4 semesters unlike in regular degree course ".
Association also demanded probe in previous DPC lists of science stream , where such incumbents are promoted as IC Lecturers who have obtained PG degree in science stream through distance mode/off-campus study centres , which is a matter of enquiry against such committee members who had cleared their DPC and also questioned that , if such distance degrees are not valid for admission for higher studies and for their direct recruitment as Associate Professor/Lecturer by JK PSC , then how the same degree is then valid for DPC by SED.?
Singh while inviting attention towards decision of State Administrative council (SAC) said that DPC should be conducted on 100 direct promotion quota on one time basis , in order to clear more & more vacant posts of GLT , which is necessary to adjust Grade-II teachers on clear GLT posts, who are at present working on supernumerary posts.
