| CM tells top security brass: No room for HR violations | | *Recruitment rallies to raise 5 IRP battalions | | Early Times Report JAMMU, JAN 14: In his first meeting with top brass of the security forces, the Chief Minister Omar Abdullah has sent a categorical message of zero tolerance to human rights violations. Addressing first meeting of the Unified Headquarters, the CM called for zero tolerance on human rights violations and asked the concerned authorities to investigate any violation, if it takes place, in a transparent manner and give quick punishment, if awarded. The Chief Minister asked the Chief Secretary to sort out the issues between the civil administration and the army in matters of acquisition of land, rent and other related issues and hoped that Civil and Military Liaison Conference shall be held on first priority. On the issue of vacation of Government buildings, especially Health and Educational institutions, by security forces, the Chief Minister said that a Committee has been constituted under the chairmanship of Principal Secretary to Government, Home that will examine the issue and take a decision on providing alternate accommodation to the security forces. The army assured full cooperation in the matter. Expressing concern over the current status of the Indo-Pak relations, the Chief Minister said that it does not help J&K as it gets directly affected. "It is no secret that of all the states in the country, Jammu and Kashmir is the most affected by the direction of relations between India and Pakistan. Positive relation benefits us and negative relationship has detrimental affects for us", Mr. Abdullah said. Stating that unemployment was a major source of disquiet among our youth, Mr. Abdullah said that the State Police will soon hold recruitment rallies to raise five IRP battalions. He asked the army and the security forces to also contribute by holding similar recruitment rallies. He exuded confidence that the State will also have a good tourist season and the people will benefit from employment opportunities that come with it. Speaking on the occasion, Mr. Abdullah said that the Government has a daunting task ahead to come up to the expectations of the people, who have reposed faith in democracy by coming out to vote in large numbers in the recently-held Assembly elections. He said that focussed attention is now required on various areas of concern so that we show people the benefits of having participated in the elections at such a large scale. He complimented the security agencies for successfully conducting the elections. He also thanked the Election Commission, Central Government and the Governor, Mr. N. N. Vohra for effectively coordinating the conduct of elections, which were held in a peaceful manner. While stressing on good governance and effective delivery mechanism in terms of security environment, the Chief Minister said, "We can't sit on our laurels. The expectations of the people have gone very high and it has added to our challenges". The meeting was attended by Chief Secretary, Mr. S. S. Kapur, GoC-in C, Lt. Gen. P. C. Bhardawaj, Principal Secretary to Chief Minister and Home, Mr. Khurshid Ahmad Ganai, the top brass of all security agencies including the Director General of Police, Mr. Kuldeep Khoda, DGP, CID, Dr. Ashok Bhan, GoC, 16 Corps, Lt. Gen. R. K. Swamy, GoC, 15 Corps, Lt. Gen. Bikram Singh, GoC, 9 Corps, Lt. Gen. Vinay Sharma, IGP, Jammu Zone, Mr. K. Rajendra, IGP, Kashmir Zone, Dr. B. Srinivas, IG, BSF, Kashmir, IG, BSF, Jammu and other senior officers of various intelligence and security agencies. The Divisional Commissioner, Jammu, Mr. Sudhanshu Pandey and Divisional Commissioner, Kashmir, Mr. Masaud Samoon were also present. Later, the heads of security agencies briefed the Chief Minister about the ground situation vis-à-vis security in the State.
