1/19/2009 11:03:43 PM
EARLY TIMES REPORT
JAMMU, JAN 19: Governor, Mr N N Vohra, today stressed the need for strict academic auditing of the affiliated colleges of the Universities of Jammu and Kashmir, saying that the mechanism of inspections, guidance and support needed to be significantly strengthened for ensuring provision of quality education to students at all the levels.
Interacting with the Vice Chancellor, Deans and senior Faculty of the University of Jammu, here this morning, the Governor stressed the need for introducing an effective regime for ensuring that each affiliated institution possesses the required infrastructure and maintains high academic standards. He stressed that any compromise in enforcing this objective would mean cheating the students and their parents.
On being informed about the mushroom growth of institutions in the private sector, imparting professional and formal education, the Governor observed that it was the duty of the Universities to ensure that prescribed levels of education were obtained by any teaching/training institution. This required assurance of the needed budgetary resources, experienced faculty, satisfactory infrastructure, library, laboratories, sports and recreation faculties etc.
The Governor, who is also the Chancellor of the University, observed that he would be shortly convening a meeting with all the Vice Chancellors to discuss identified common problems and evolving viable mechanisms for ensuring quality and standards in all the affiliated institutions.
Referring to the off-campus initiatives of the University, the Governor called upon the Vice Chancellor to undertake an objective appraisal of the facilities so far set up, particularly in respect of the infrastructure and the quality of education being imparted. He said that positioning of experienced faculty in the off-campuses was imperative for ensuring the requisite academic standards. "We cannot jeopardize the future of the students", he added.
For effecting academic improvements and maintaining high educational standards, the Governor urged the Vice Chancellor to consider introduction of awards and incentives for the departments which excel in different spheres of performance and output. He also stressed the urgent need for giving a fillip to sports and extra-curricular activities, describing these as the basis for all round development of the youth. He noted with satisfaction the laurels brought by the Jammu University students in a recent competition in Pune by bagging the first and second positions in an inter-University Meet. He suggested that the notable achievements of the students, in different academic disciplines or extra-curricular activities, must be regularly publicized.
As regards the problems faced by the students in regard to the non -completion of the courses due to the disturbances last year, the Governor observed that the University authorities in close coordination with the Department of Higher Education, must ensure that such gaps in teaching, as may still exist, should be made up through each academic institution arranging extra classes on Sundays and off-days and other approaches. In this context, he referred to the example of the Kashmir Valley where the losses suffered due to the disturbances had been made good and examinations had been duly held as per schedule.
While dwelling on the profile of the University, the Vice Chancellor, Professor Varun Sahni, discussed various important issues like renewed emphasis on research, strengthening sports and cultural activities, timely declaration of results and optimal utilization of available infrastructural facilities. He said that the University is planning to computerize the results in future. The University conducts about 300 examinations during an academic year.
Professor Sahni made a strong plea for granting the Central University status to the University of Jammu, as it had all the ingredients required for such a varsity.
The Principal Secretary to Governor, Mr B B Vyas and the Registrar of the University, Professor G S Samyal were also present in the inter-active session. The Deans and the Rectors of the off-campuses also apprised the Governor about the academic activities in their respective areas.
The Governor went round the School of Business Management, Department of Physics and Electronics and the Bio-sciences Block. He was given briefings on the academic activities in these departments. He was informed that the School of Business Management ranks among the first ten Business Schools of the country.
