| PDP may table self rule proposal in assembly | | | Early Times Report
Jammu, Jan 22--The PDP leadership plans to table its self-rule document in the state Assembly for the purpose of evolving a consensus. Stating this, the party general secretary, Nizam-ud-Din Bhat, on Thursday said "self-rule concept is our main agenda and we plan to move the idea in the form of a resolution for adoption by the State Legislature." Asked whether the self-rule concept would be tabled during the ensuing budget session of the Assembly he said "we have not yet decided.” When reminded that earlier the PDP leadership did not want the resolution meet the same fate that the greater autonomy resolution of the National Conference had met, Bhat said "the self-rule idea is quite dear to the people in the state and we wish to see what stand other political parties take on it.” Let us have a healthy debate on the matter,” he said adding that while the greater autonomy resolution addressed only the internal dimensions of the problem, the self-rule concept addresses both the internal and the external dimensions of the issue. In reply to a question he explained that while the greater autonomy resolution was silent on various issues relating to trade and travel with Pakistan "our self-rule idea favours joint management, opening of more border routes for a hassle-free people to people contact and trade, demilitarization and strengthening of the peace process and confidence building measures between India and Pakistan. Asked whether the PDP's resolution or a bill on self-rule will get support from a two-third majority Bhat said "we are for a healthy debate and consensus on the issue.” In reply to another question he said the PDP has decided to play "the role of an effective and constructive opposition party and if we table our self-rule idea either in the form of a resolution or a bill it should not cause any embarrassment to the ruling alliance.” He said if the ruling alliance and other political groups support the self-rule concept it could promote better India-Pakistan relations and ultimately lead to a peaceful settlement of the Kashmir issue.
