Rather calls for accelerating roads project

JAMMU, JAN 24: Minister for Finance, Law and Parliamentary Affairs, Mr. Abdul Rahim Rather has called for expeditious implementation of the prestigious Prime Minister's Gram Sadak Yojna (PMGSY). The scheme envisages road connectivity to all the hitherto unconnected villages.

Taking a review meeting on the implementation of PMGSY in the State here today, the Finance Minister asked the concerned agencies to accelerate the pace of work so as to dispel any notion that work under the scheme was progressing at a slow pace.

The Finance Minister issued directions to the Chief Engineer, PMGSY, Mr. Khalid Muzaffar to immediately formulate Detailed Project Reports for Phase 7 so that an early approval from the Central Government is sought. An amount of Rs. 2,222 crore stands already sanctioned for the first six phases of PMGSY, which are under various stages of execution across the State. He asked the Chief Engineer to take up missing bridges and road up-gradation works of existing road network under the PMGSY for improving connectivity in the State.

The Finance Minister also directed the concerned authorities to immediately draw up a detailed abstract of those schemes which are facing impediments on account of forest clearance or acquisition of proprietary land by the concerned Revenue agencies so that the matter is taken up at the higher level. In this regard, he revealed that the Chief Minister, Mr. Omar Abdullah, who is personally monitoring all the developmental programmes, would soon hold a high-level meeting of Forest, Revenue and Rural Development Departments so that bottlenecks confronting the smooth implementation of PMGSY are removed at the earliest.

Later, the Chief Engineer apprised Mr. Rather that out of the sanctioned amount of Rs. 2,222 crore for execution of 885 targeted road schemes under PMGSY, 154 such projects have been completed at a cost of Rs. 310 crore till ending December, 2008. He added that in the first six phases of the programme, a total of 477 km road-length are targeted to be constructed, out of which construction of 417 km has been completed till December-end 2008.

Mr. Khalid said that 23 Programme Implementation Units (PIUs) have been set up for speedy execution of the scheme in, adding that 419 new DPRs have been prepared to be sent to the Central Government for approval.
