| e-smart? | | Official websites awaiting delayed click for updates | | HAMAAD SALIF Jammu, Jan 26: Jammu and Kashmir’s new Chief Minister Omar Abdullah has a well established reputation of being technology savvy and making IT as a tool of growth in state is one of his major priorities. That the only major decision his government has taken so far pertains to establishment of an e-governance agency is reflective of his approach to make governance smart and efficient by use of Information Technology. Omar’s predecessors also laid a significant emphasis on Information Technology and from time to time it was decided that every department will have a website of its own to facilitate public information. There is a quite handsome budget and staff support in every department for making them e-smart. While translating his vision of smart governance through information technology, the Chief Minister may make a beginning by visiting websites of few departments: • www.jammukashmir.nic.in , the official website of Jammu and Kashmir government can be described as mother of all the websites. It is worth appreciating that website recently updated its section on government and administration but it goes blank in other areas. J&K towards normalcy is one section which shows progress in different years but it is blank since last four years. The ‘news and views’ section used to carry daily development but for last six years, there is only one message –“under updation”. While its section on industrial scenario is running blank, another section on tourism has the “latest” tourist statistics pertaining to years 2003 and 2004. • www.jakfinance.nic.in is the website of Finance Department and assumes all importance at this time of the year for upcoming budget season and other financial affairs pertaining to pay hike etc. this website maintains that Tariq Hameed Karra still continues to the Finance Minister. • www.jaktrans,nic.in is the website of Transport Department which is currently held by the Chief Minister himself. Its section on who’s who says that Hakeem Mohammad Yaseen is still the Transport Minister. • www.jkbose.org is official website of the Jammu and Kashmir Board of School Education. Click on the link and it will take you to somewhere in Europe where you get passport, travel and tour information. The website has either expired or has been hacked by someone and the authorities are not aware of it. • www.jaktenders.nic.in is the official website to display government tenders. While government spends lakhs of rupees on display of tenders in the print media every month, maintenance of this website could have saved the public exchequer. But there are no tenders at all at this website. • www.jkrajbhawan.nic is the official website of the highest office in Jammu and Kashmir. A brief profile and photograph of the Governor NN Vohra is rightly placed but all other details pertain to his predecessor Gen SK Sinha –whether they are speeches or messages. Interestingly, in the ‘messages’, the last message from the Governor is on Christmas Day and that is in the year 2004. Websites of districts, it appears, were never visited again but the administration or officials of the National Informatics Center after these were created. Most of these websites will show you the Deputy Commissioners who have long moved to several other places. And they show the MLAs who were elected in 2002.
