| VO produces challan against 2 RDD officials in misappropriation case | | | Early Times Report
Jammu, Jan 30- State Vigilance Organization has produced challan against two officials of Rural Development Department Kupwara and a supplier for misappropriation of Rs.6.45 lakhs in purchase of stores. A Vigilance spokesman said that case FIR No.10/2007 P/S VOK was registered against Wali Mohammad Bhat, the then District Panchayat Officer, Kupwara, Mohammad Nunawar Lone, the then Senior Assistant (Cashier) in the office of District Panchayat Officer, Kupwara and Latief Ahmad Sulaman (supplier) proprietor M/S Salomoon Sussex Sports Industries, Chandher Pulwama and investigations taken up. The investigation has revealed that an amount of Rs.4, 91, 607 was misappropriated by accused under a conspired plan by falsely showing the amount of money in the records as payment made through SICOP, Srinagar to the supplier firm of steel furniture. It was found that accused public servants had dishonestly and fraudulently resorted to manipulation of records falsely showing therein that steel furniture supplied by the accused supplier had been received by the concerned Block Development Officers. It was found that Wali Mohammad Bhat, DPO issued false certificate to Divisional Manager, SICOP Srinagar about receipt of furniture items by concerned Block Development Officers (BDOs). The SICOP officials released the payment to the accused supplier on the basis of the said factually incorrect certificate issued by accused DPO. It was also found that the items falsely shown to have been purchased through SICOP had not been received by the concerned Blocks as confirmed by concerned BDOs. The non-receipt of steel furniture by concerned Blocks has also been substantiated by the scrutiny of official records seized in the course of investigation which provide clear evidence and lead to an irresistible conclusion that material i.e. steel furniture was never supplied by the supplier to District Panchayat Officer, Kupwara or concerned Block Development Officers, the spokesman added. This apart, investigation has also found that in the year 2003, an amount of Rs.1, 54, 030 was also misappropriated by accused public servants by showing the amount falsely in the records (contingent register) as having been paid through cheques bearing Nos.0187443, 0187446, 0187444 and 0187445 dated July 24, 2003, July 26,2003 issued to SICOP for supply of furniture items. Investigation revealed that the cheques were never received by SICOP for supply of furniture items and the accused public servants after resorting to falsification of records had fraudulently drawn the amount of Rs.1, 54,030 through said cheques from the bank and misappropriated the whole amount. The evidence brought on record in the course of investigation has prima-facie established that the accused officials and so-called supplier involved in the case committed offences of criminal conspiracy and criminal misconduct. Relevant records in the shape of supply orders, proforma bills and bank statements showing receipts of payments by the accused suppliers were seized and proved by recording statements of competent witnesses. Evidence has also been brought on record to prove that the items falsely shown to have been purchased were neither supplied by the supplier nor received by the District Panchayat Officer, Kupwara / concerned Block Development Officers, the spokesman said. Investigation has thus prima-facie established that the accused public servants by acting in league with non-official accused supplier and by abusing their official position and resorting to falsification of records, had dishonestly misappropriated public funds amount to Rs.4,91,607 and Rs.1,54,030 in the process of so called purchase of steel furniture and other furniture items. After accord of sanction for prosecution by the Government the Challan was produced in the court of Special Judge Anti-corruption for Judicial determination.
