A master stroke indeed

Sulking on the part of some politicians from Jammu over the region
still getting a raw deal notwithstanding, the master stroke by Chief
Minister Ghulam Nabi Azad in declaring creation of 8 more districts
has been widely hailed by the people at large. The jubilations over
the cabinet decision are going on unabated even after a week of its
announcement and congratulations to Azad go on pouring from all
quarters. What Mufti could not do within three years of his
stewardship of the coalition government in the state, Azad has done
within six months of his heading the coalition. Hence he deserves
applause all over, which he is getting justifiably. The people of
Kishtwar and Reasi are particularly in an unbeat mood, with their
sacrifices and sufferings undergone in the struggle launched by them
have borne fruit, though after a quarter century. The dissident BJP
leader, Rishi Kumar Kaushal who had launched a relentless struggle for
creation of Reasi district, and took the woe to not shave off his
beard and long hair, till Reasi district is created, is a happy man
today, in his old age over achievement of his dream though after 25
years, when he is almost in oblivion. So is Rehman of Kishtwar, who
underwent all the torture and turbulence struggling for achievement of
district of Kishtwar. Many of the likes of Kaushal and Rehman will at
least leave this world with consolation that their dream has been
fulfilled in their lifetime. It are the people at large from places
which are going to have a new district headquarter closer, who see the
prospects of being benefited from this action of Azad and the
coalition government led by Congress. The party, which was in
defensive till yesterday for its failure to fulfill the promise, made
to their electorates for implementation of Wazir Commission
recommendations and appointment of fresh delimitation commission can
now go to their electorates with confidence. The very appointment of
new delimitation commission is a great achievement. The claimants can
now go to it for carving out of assembly constituencies in keeping
with the criteria of population, area and terrain.
An other decision of the cabinet with regard to setting up of a
cabinet committee to monitor the recommendations of State Human Rights
Commission, which has been announced by the Chief Minister to be
headed by PDP man in the cabinet, Deputy Chief Minister Muzaffar
Hussain Baig, is another master stroke by Azad to disarm the PDP over
its daily complaints of human rights violations and indirectly
criticizing Azad for his failure to check the same. That human rights
violations do take place and even innocents are getting killed at the
hands of the forces in their counter terrorist operations cannot be
denied. Yet under the given conditions where the militants mix up with
civilians, this becomes a case of everything is grit to the mill. Yet
in the interest of winning over the hearts of the common man,
isolating the terrorists, maximum care needs be taken to avoid these
excesses on the common man. The appointment of cabinet committee on
human rights is a right step in this direction
