The petitioners in their petition filed through Adv Vinod Kotwal challenged the notification issued by PSC on December 30, 2008 inviting applications for J&K Combined Competitive Examination (Junior KAS) 2009 from permanent residents of state who hold bachelor degree in any subject from a recognized university. The counsel for the petitioner, during the course of arguments submitted, that according to the notification issued on December 30, 2008 and published on January 2, 2009 the candidate having attained the age of 21 years as on January 1, 2008 were only eligible to compete in the examination. He further submitted that the petitioners have completed age of 21 years but subsequent to the prescribed date January 1, 2008, they are not in a position to compete in the selection process despite their qualifications. Feeling aggrieved challenged the impugned notification on the ground that petitioners No 1 to 6 have attained the age of 21 years at the time of issuance of impugned notification and all are holding Bachelor Degree and prayed before the Court for issuance of direction to the respondents to issue a corrigendum prescribing that lower age limit of 21 years on the last date of receipt of application forms which is February 16, 2009. After hearing the counsel for the petitioners, Vacation Judge directed the PSC to accept the application forms of the petitioners. JNF
