Registration Deptt conducts capacity building sessions on registration processes, e-stamping, e-GRAS Challans

JAMMU, Sept 20: Continuing with its capacity building programmes and following the directions of Secretary, Revenue, Registration Department, J&K conducted three extensive training sessions on online registration through National Generic Document Registration System (NGDRS) covering processes and procedures involved in registration, e-stamp payment/verification/locking and defacement of e-GRAS challans. Apart from IGR J&K, AIGR Kashmir, AIGR Jammu, Registrars, Sub Registrars and their staff participated in the online training sessions.
In the introductory session, Tehsildar Headquarter, IGR Office/Nodal Officer NGDRS J&K sensitized the participants about different laws/Rules/circular instructions relating to document registration, such as Registration Act, 1908, Stamp Act 1977 Svt, J&K Stamps (Payment of Stamp Duty by Means of e-stamping Rules) Rules, 2020 and circular instructions on use of e-stamps, date of registration with reference to date of appointment, proper record maintenance, need for scanning of pending documents and their uploading in the NGDRS. The participants were also refreshed about the initiatives taken by the department during the last two years for effective implementation in their offices.
The training sessions were conducted by Software Development Unit (SDU), National Informatics Centre (NIC) Pune, Stock Holding Corporation of India Limited (SHCIL) and NIC J&K. Different steps of document flow including pre-registration summary, check-in, presentation, payment, party details, capturing of fingerprints/ photograph, PAN verification, final acceptance, scanning and upload in Sub Registrar Login were demonstrated by Laique Ul Haque, Senior Technical Director and Mr. Pranav Borate Sr. Developer, SDU NIC, Pune.
Vikas Singla, Regional Coordinator, SHCIL gave a detailed presentation on verification and locking of electronic stamps through SHCIL portal. The security features of an e-stamp were vividly demonstrated including scanning and verification of e-stamps through mobile app and web portal. A description of Base, Rectified and Additional e-stamp certificates was given, including the parameters to be checked on e-stamp such as number, date, party details, article, etc. and the precautions to be taken while verifying/locking an e-stamp on the NGDRS/SHCIL portals. The utility of the unique features of an e-stamp certificate including ID, Bar Code/QR Code, account reference, codes printed on the margins for checking the veracity of an e-stamp were demonstrated. Further, the procedure for locking was shown to the participants using SRO Login.
The demonstration on defacement of challans of Registration Fee on Government Receipt Accounting System (GRAS) was given by technical experts from NIC J&K. The experts demonstrated how to deface e-GRAS challans used in registration of documents and for registration through home visit, besides issuance of encumbrance certificate and certified copies of registered documents. The experts responded to queries of the participants who expressed satisfaction over conduct of combined sessions of training which has immensely contributed to broadening of their knowledge on document registration through NGDRS.
IGR J&K in his concluding remarks emphasized upon the importance of exhibiting due diligence and presence of mind while conducting document registration to ensure against locking of document due to incorrect e-stamp entry, evasion of stamp duty, stucking of document etc. at any step during registration process. The SRs and their staff were exhorted to examine the documents diligently for a quality registration. IGR expressed gratitude to SDU NIC Pune, NIC J&K and SHCIL for their constant support to the Registration Department in addressing the technology related issues of Sub Registrar Offices.
