2 doctors terminated for ‘unauthorised absence’

Srinagar, Sept 23: The Jammu and Kashmir Government has ordered the termination of the services of two doctors for “unauthorised absence” with immediate effect.
As per two orders issued by the Health and Medical Education Department the doctors were terminated for failing to join duties after the lapse of their leave.
As per the details, the services of Dr Asim Shameen Zaz, who was appointed as Medical Officer, submitted a leave application to the CMO, Budgam, for a grant of 89 days to attend a marriage function in Canada, but after the lapse of the leave, the doctor did not rejoin duties.
“Absence without leave or after the end of leave involves loss of appointment, except as provided in Article 203(b) or when due to ill health in which case the absentee just produces the certificate of Medical Officer,” the order mentions.
As per Circular No. 08-JK(GAD) of 2021 dated 13.02.2021, the General Administration Department has clarified that prior permission of the competent authority for leaving the station shall be mandatory when a government employee intends to visit a foreign country on private affairs.
The services of Dr Kawaldeep Kour, Medical Officer, were also terminated.
As per the order, Kour had submitted an application for sanctioning of study leave for a duration of one year to GMC, Baramulla, but after the lapse of her leave, she did not rejoin her duties.
Her services were terminated by invoking Article 128 of Jammu and Kashmir Civil Services Regulations, 1956, and she has been discharged from government services w.e.f. April 01, 2021 – from the date when she resorted to “unauthorised absence” from duty.
