'Payments not pending under Jal Jivan Mission but under other heads'

JAMMU, Oct 16: A group of contractors involved in water supply projects have alleged that the Public Health Engineering (PHE) Chief Engineer is misleading the media and higher authorities. The contractors claim that their dues are not pending under Jal Jivan Mission but are stuck under other heads like languishing projects, NABARD and other heads.
The contractors presented evidence to support their claims before the media.
They argued that the authorities are stating that they were assigned to install High-Density Polyethylene (HDP) pipes for the water supply projects. However, they contended that the official allotment order specifies the use of Galvanized Iron (GI) pipes, with no mention of HDP pipes or their respective rates.
Furthermore, the contractors question the formation of a committee within the PHE department to decide on the use of HDP pipes without a formal government order. This committee reportedly included Superintending Engineers and the Chief Engineer himself, and it concluded that HDP pipes should be laid.
The contractors emphasize that their outstanding payments are substantial, amounting to crores of rupees. They argue that the Chief Engineer's public statements misguide higher authorities, creating an inaccurate picture of their situation. To substantiate their claims, the contractors displayed various orders and circulars related to the work they have completed based on the tender agreements.
The contractors are now demanding a government-initiated investigation into the matter to uncover the real issues within the PHE department. They expressed frustration that despite a directive from the Chief Engineer to prepare their bills, no concrete steps have been taken to resolve their payment issues. They contended that their concerns have been brought to light, and it is now the government's responsibility to intervene.
The contractors stressed that their payments are not pending under the Jal Jivan Mission. Instead, they maintained that their dues are pending under other budgetary categories. The allegations and evidence presented by the contractors have raised questions about the transparency and decision-making processes within the PHE department, calling for a thorough investigation into the matter. "Chief Engineer by giving a press conference has misled the media and is also misleading the higher ups. The matter should be looked into. We should not be made to pay for the mistakes being committed by the department," they added.
